DESCRIPTION | Good governance is the key to the successful outcome of infrastructural policies, plans and projects. Governance involves the political, economical, social, technological, environmental and regulatory mechanics related to infrastructure and how these interact with stakeholders. This involves appropriate stakeholder involvement and transparency through the identification of indicators which measure the success/failure of a particular form of development and which can be easily related to and understood by stakeholders. Study-unit Aims The aims of this study-unit are to: 1. familiarise students with the concept of good governance 2. apply good governance to policy development and project implementation; 3. identify methods of impact assessment to shape the design process and to gauge the success (failure) of implemented strategies; 4. introduce standard indicators as a measure of potential outcomes. Learning Outcomes 1. Knowledge & Understanding: By the end of the study-unit the student will be able to: - comprehend the importance of good governance frameworks in policy making and implementation; - demonstrate an understanding of the importance of measurement as a means of quantitative assessment; - become aware of a suite of standard indicators that may be adopted to serve as a means of measurement of implementation outcomes; - demonstrate an understanding of the significance of standard indicators (structural, sustainable development) as a means to measure implementation outcomes. 2. Skills: By the end of the study-unit the student will be able to: - plan and implement a robust governance framework; - design SMART objectives; - undertake SWOT and PESTEL analysis; - identify stakeholders for particular development proposals and identify means of effective engagement with them; - undertake an impact assessment procedure.
