DESCRIPTION The aim of the course is to stimulate a critical reflection of our thinking about (European) foreign policy and about the various methods and theoretical concepts to analyse (European) foreign policy. The course takes a holistic approach to European foreign policy; we Develop (and critically evaluate) a conceptual framework based on the "traditional foreign policy (TFP) versus structural foreign policy (SFP)." The concept of a structural foreign policy refers to a foreign policy that promotes structural long-term changes and regional stabilisation in other regions through the active promotion of various ordering principles in the field of politics, economics, security and interstate relations: democracy and good government, human rights, regional political and economic co-operation and integration, the various OSCE principles. SFP falls under the Community pillar while TFP falls under the second pillar. We shall focus on SFP rather then TFP. We shall also make an analysis and deconstruction of some common explanations for the problems of EU foreign policy (i.e. the 'large-small divide', 'lack of common interests', 'lack of political will') and evaluate proposals to overcome these obstacles. In the second part we will look at the EU's SFP in practice by analyzing case studies of EU action in the: Middle East Peace Process; Bosnia and Herzegovina; EU-Kosovo; and EU-FYROM. In the final part of the course we shall look at the differences between the EU and US foreign policy strategies.
