| DESCRIPTION | The Study-unit is intended to provide deeper analysis of areas which students will be expected to have covered either on the EDRC's own undergraduate study-unit on Economic & Policy Aspects of Financial Services in the EU, or on an appropriate level other FEMA study-unit (viz banking & finance, economics, or accountancy. The Study-unit will also include in-depth discussion of contemporary issues in the main areas of the sector, including strategic development of institutions, general management issues, money and capital markets situations, crises development and management, and general regulatory issues. Seminars will include: Seminar 1 ECB methodology conduct of monetary policy This Seminar deals with the economic and financial policy of the euro area, the European Central Bank's monetary policy strategy and implementation, and reviews key monetary policy decisions from 1999 onwards. Seminar 2 Offshore and international financial centres This Seminar considers the historical and economic background to the developments of such centres. It discusses current official and regulatory viewing of their ioperations, as well as their futre prospects. Seminar 3 The re-regulatory process (including relative institutions) The E.T. Kane model of re-regulation is presented and discussed in this Seminar. Regulatory capture, and the cultural, administrative, and political theories of regulation are also presented. The Seminar will also serve as a refresher session to students who might have covered, in earlier years, Banking Regulatio studies as part of their undergraduate degrees. Seminar 4 Home and host country controls How transnational and international banking have led to issues of needed control - even in the wake of certain key banking crises (e.g. BCCI, et al) - will be covered in this seminar. The different types of FSI entry and permitted operations in overseas centres are discussed, and the Seminar will also deal with the Basel Copncordat, and Basel I and II implications. Seminar 5 Issues of fiscal policy Public finance objectives and administration, and the mechanics of the Stability and Growth Pact, are amongst the topics that are discussed during this Seminar.The Seminar also debates the link-or-separation-with-monetary-policy dichotomy issue currently very much at the heart of the debate about the future of EMU. Seminar 6 Central banks This seminar debates the functions and roles of central banks in different historical and regulatory contexts, e.g. as single regulators, as co-regulators, as part of the ESCB, and their relationship with different governments.. The Cebntral Bank of Malta's responsibility for financial stability in the national economic system, and the theoretical background to issues related to democratic accountability and central bank independence generally, are also discussed Seminar 7 Legal framework of the Euro This seminar will deal with the birth of the euro from legal, economic, and political perspectivess, the constitutional framewoerk underpinning it, its governance at EU level, and implications of these themes in an economic and social cohesion context. Seminar 8 The banking and financial history background to specific issues Students will be given a general background of what banking history is, how it has evolved, and how the study of financial institutions, the personalities who made them, and the different types of transactions that they carry out over different eras, impacts on both local and continental current scenarios. Discussion on current research being carried out by the European Association for Banking & Financial History will also feature in this Seminar.
