DESCRIPTION 'Employee Relations and Public Policy' investigates the effects globalisation has had on employment and labour relations in the macro-economy and how the changes have influenced public policy in both Malta and Europe. The study-unit is aimed at students who want to major in public policy and need to know what employee relations at the workplace are all about and this within a context of the formation of public policy with due consideration of social dialogue at national and European levels.

The study-unit examines the relationship at the workplace and how this evolves into structure industrial relations. Moreover the course examined aspects of human resource management in the enterprise today whilst ultimately linking such considerations within the wider concerns of decision makers and politics in Malta.

The study-unit delves into:
(i) the concepts of industrial relations;
(ii) the main actors in industrial relations;
(iii) industrial disputes and collective bargaining;
(iv) globalisation and Europeanisation concerns;
(v) liberalisation and privatisation; and
(vi) human resources management and employee relations from both theoretic and practical view points.

Study-unit Aims:

• To give students a clear overview the main players in industrial relations;
• To provide for an understanding of the theories of industrial relations;
• To recognize the role of collective bargaining and industrial peace;
• To appreciate industrial turbulence in the form of industrial disputes;
• To offer students the opportunity to understand the effects of Europeanisation and Globalisation on Industrial Relations;
• To discuss the changes in the industrial relations scene, particularly the effects of liberalization and privatization on the Public Sector;
• To consider the theretic and practical aspects of human resources management and their effect on employees;
• To link all the above to decision making in politics and public policy.

Learning Outcomes:

1. Knowledge & Understanding:
By the end of the study-unit the student will be able to:

• Demonstrate an understanding of the constant changes in the Industrial Relations sector;
• Appreciate employee relations and the links with decision making at national and European level in the politics and public policy sphere;
• Comprehend the main actors, mechanisms and scenarios of the local and European industrial relations scene;
• Appreciate any future roles students may have as part of a team of one of the main actors in industrial relations.

2. Skills:
By the end of the study-unit the student will be able to:

• Have a generic knowledge of employee relations in Malta and Europe;
• Be able to apply employee relations matters in considerations of political and public policy decision making considerations;
• Form part or assist players in employee relations.
