DESCRIPTION This study-unit addresses the field of policy-making in the European Union. Students are encouraged to view the European Union from the perspective of being an experiment in international politics, based on the concept of supranationalism, where there is a steady though gradual departure from a state-centric perspective of policy making in favour of a more multi-level type of governance. In this context particular attention is devoted to the workings of the various institutions within the European Union, and the distinct roles they each play in the development of policies and legislation within the European Union.

Study-Unit Aims:

This study-unit aims to equip students with a solid know how on the structures, functions and dynamics of the major EU institutions, namely the European Commission, the European Parliament, the European Council, the Council of Ministers and the European Court of Justice. Students, particularly those who are already engaged in the national public administration, need to develop a thorough understanding of how the EU works and the resulting implications on domestic public institutions. This study-unit also seeks to help students understand the various procedures and controls implied in the EU decision-making mechanisms. Finally, this study-unit aims to develop a knowledge platform which will be further widened and deepened by students in study-units, namely PPL4053 and PAM3004.

Learning outcomes:

1. Knowledge & Understanding
By the end of the study-unit the student will be able to:

- map out the historical evolution of the EU from its inception after World War 2 to contemporary times;
- explain the structures, functions and dynamics of the EU institutional framework;
- debate the differences among the different modes ofEU decision making mechanisms, namely co-decision and assent procedures, qualified majority voting and veto playing;
- examine the role of the EU in specific policy areas, like economic policy, environmental policy, international relations, solidarity policies, immigration and the social dimension;
- identify and discuss the benefits and implications of European citizenship;
- detect and examine the institutional effects of EU membership on the public administration of member states.

2. Skills
By the end of the study-unit the student will be able to:

- formulate a more informed opinion on the institutions and policy-making capacity of the European Union; - assess the intermingling of home grown policy initiatives and European driven policy directives and regulations;
- apply acquired EU related know-how to the management of public projects that are partially financed by European funding;
- perform their duties as public officers in workplaces that are directly or indirectly related to the European Union.
