DESCRIPTION | This study-unit will discuss the evolving regime of communications law in the EU and in Malta and the Communication systems and services authorized and regulated under the applicable electronic communications regime. The unit will also deal with the development of telecommunications globally and the legacy of international co-operation and agreement between nation states which led to the establishment of inter-governmental organisations, of which the International Telecommunication Union (ITU) is the oldest. Study-unit Aims: This unit aims to teach key aspects of communications law, the European legal framework governing the markets for telecommunications and the historical development of European electronic communications law within the broader context of European Union law and policy, as well as key principles, obligations and operational implications of the current and upcoming EU regulatory regime. It will explore analytically the atypical elements intrinsic in the electronic communications sector; interconnection and access to electronic communications networks and convergence, issues that deal with regulation and competition as well as telecommunications regulation in the context of evolving services and technology and global markets. Learning Outcomes: 1. Knowledge & Understanding: By the end of the study-unit the student will be able to: (a) Comprehend the evolving regime of communications law in the EU and in Malta and the Communication systems and services authorized and regulated under the applicable electronic communications regime. (b) obtain a sound knowledge and understanding of the key aspect of communications law, the European legal framework governing the markets for telecommunications and the historical development of European electronic communications law within the broader context of European Union law and policy, as well as key principles, obligations and operational implications of the current and upcoming EU regulatory regime. 2. Skills: By the end of the study-unit the student will be able to analytically apply the atypical elements intrinsic in the electronic communications sector; interconnection and access to electronic communications networks and convergence, spectrum, issues that deal with regulation and competition as well as telecommunications regulation in the context of evolving services and technology and global markets.
