DESCRIPTION This study-unit will discuss the law regulating the public administration. It will study the Public Administration Act, the workings of the Public Service Commission, the constitutional provisions setting up the public service and the appointment of permanent secretaries and heads of department. Subsidiary legislation made under the Constitution concerning appointment and discipline of public officers will form part of this unit.

Study-unit Aims

The aim of this study-unit is to familiarise the student with the new law regulating the public service and the public sector, the new role ascribed by that enactment to the Public Service Commission as well as the new structures created by this law and how they will improve service delivery by the public administration.

Learning Outcomes

1. Knowledge & Understanding:

By the end of the study-unit the student will be able to:
- identify the new structures created by the Public Administration Act;
- illustrate how the public administration is regulated by law;
- identify the main provisions in Maltese Law which regulate the public administration.

2. Skills:

By the end of the study-unit the student will be able to:
- examine the provisions of the Public Administration Act;
- contrast how the public administration was regulated pre and post Public Administration Act;
- critique the provisions of the Public Administration Act.
