Summer Academy: International Tribunal for the Law of the Sea

In 2003, the International Foundation for the Law of the Sea (IFLOS) was established to promote the opportunities provided by the International Tribunal for the Law of the Sea (ITLOS) for the peaceful settlement of law of the sea disputes and the further implementation of the United Nations Convention on the Law of the Sea. One of the Foundation's main aims is to promote learning and research in the field of international law of the sea at a global level, in particular for nationals of developing countries.

With this in mind, the Foundation established an annual Summer Academy at the seat of the Tribunal in Hamburg. The Summer Academy is a centre of excellence for studies of both international law of the sea and maritime law and includes related topics of economic and natural sciences. It brings together a prestigious faculty from among the judges of the Tribunal, professors and professionals from the maritime field with a dedicated group of highly-motivated participants from around the world. The Summer Academy offers an unique training opportunity for about 30 younger, highpotential government officials, diplomats, academicians and professionals in the maritime field in an intense four week course on the premises of the Tribunal.

1st call for Strategic Projects
Pre-Call Information

The Med Programme has officially announced that it shall be launching the First Call for Strategic Project proposals on 15 April 2010. As announced in the Pre-Call notice, the call shall be focusing on two objectives, namely:

Improvement of Energy Efficiency and the Promotion of Renewable Energies
Maritime Risks Prevention and Maritime Safety.

Prior to the official launch, interested applicants are requested to submit a draft project proposal by means of an official template. This document will have to be submitted to the Med Joint Technical Secretariat by 15 April 2010 for the necessary guidance regarding the content of the project with respect to the objectives of this call and the Med Programme in general.

Following the 15 April, applicants will then be provided access to the online application system. The deadline for submitting the final application shall be 15 July 2010. Interested entities cannot participate in more than two applications per objective. Failure to meet this condition will automatically render ineligible all projects involving the partners concerned.

Summer Grants for French Language Training in France
offered by the French Embassy to Malta

Each year, the Service for Cooperation and Cultural Action of the French Embassy to Malta offers a number of grants to Maltese citizens to follow training courses in France to enhance their knowledge of French culture and improve their language or teaching skills.

Grants for Summer 2010
This year, the grants are offered to teachers of French or student teachers (final year of studies: B.Ed./P.G.C.E. French) to follow an intensive course in pedagogical techniques in France.

In the framework of this year’s national programme for the training of teachers of French implemented by the French Embassy to Malta together with the Education Division, the Maltese Association of Teachers of French and the Alliance Française de Malte-Méditerranée, the courses covered by the grant will focus on evaluation and the international certification of the DELF and DALF.

The training courses are of a two-week duration (course dates: 19-29 July or 2-12 August) and will be held at the Centre de Linguistique Appliquée (CLA), of the University of Franche-Comté in Besançon, France, an accredited training centre specialised in didactics and methodology of the teaching of French as a foreign language. Apart from the course, cultural activities will also be proposed during the stay.

The French Embassy will cover all expenses related to the course and the stay of the candidates in France, excluding airfare roundtrip.

Scholarships offered by the Government of the People’s Republic of China for Postgraduate or Undergraduate Studies in any Discipline 2010/2011
(for Maltese Citizens only)

The Government of the People’s Republic of China is offereing scholarships to learn Chinese or engage in postgraduate or advanced studies in any discipline at a Chinese University during the academic year 2010/2011.

The Chinese institutions generally use Chinese as an instructional language. Applicants with no command of Chinese are generally required to take Chinese language courses for 1-2 years before their major studies.

Travel expenses are not covered by the Scholarship.

Applicants are to apply through the Ministry of Foreign Affairs Scholarship portal. Kindly note that this portal requires e-ID certification. E-ID registration details may be obtained from here.

Application forms as indicated below should also be submitted to the Scholarships Section at the Ministry of Foreign Affairs, Valletta from 0830hrs to 1200hrs and 1400hrs to 1600hrs.

Encounters with people and groups who represent the world in alternative and potentially challenging ways is common in contemporary society. This special issue of Papers on Social Representations aims to make a contribution to understanding modern forms of social solidarity that enable cultural groups to relate in spite of difference.

Social solidarity has long been a core concern for social theorists and scientists. Various concepts have been used to thematise the issue, each answering to the particular concerns of the time. From early work on the social contract, to work on collective representations, and more recent work on trust, social capital, and social inclusion/exclusion, a continued concern with the social bond and the way in which knowledge and culture binds us together, or fragments us, has been evident. Today, in the context of globalisation and huge collective problems, issues of solidarity are once again central.

Durkheim’s postulation of collective representations was made in the light of his interest in explaining social solidarity, and the changes which were occurring to it. As a theory of the social knowledge that binds us together, that makes joint projects possible, and which enables us to live in a pluralistic world of alternative representations, Social Representations Theory is well positioned to contribute to the understanding of solidarity.

We are interested in identifying contemporary states of social solidarity and in exploring the relevance of social representations to such states. Full papers (up to 7000 words) are invited from scholars working within the broad framework of social solidarity. Through this special issue, we are interested in furthering an understanding of themes such as: intercultural relations, conflict resolution, community ties and relations, stereotyped and contested identities, minority relations, and others. All submitted papers will be peer reviewed for publication on the understanding that they have not been previously published elsewhere and are not currently under consideration for publication elsewhere.

Language Assistants’ Programme with Spain (Deadline: 30 Mar.)

The Ministry of Education, Employment and the Family, together with the Spanish Ministry of Education, Sports and Social Policy, is extending the Language Assistants' Programme with the main intention of strengthening the level of spoken Spanish amongst Maltese nationals, and also to provide an opportunity for Maltese graduates, especially those of Spanish, and Translation and Interpretation studies to improve their spoken Spanish.

The Ministry of Education, Employment and the Family will be offering, for the second year running, an opportunity for Maltese graduates to act as language assistants in Spain for the academic year 2010 - 2011. The role of Maltese language assistants will be to assist Spanish teachers in their delivery of English lessons both in Primary and Secondary schools in Spain.

Prospective applicants should preferably be graduates. Students with a Degree in Spanish, or in Translation and Interpreting Studies within the Faculty of Arts will be given preference. Prospective candidates should have knowledge of the Spanish language, be in possession of an EFL certificate, and need to meet the requirements of the host country.

Applications should be made through Profex, the Spanish system of registration on the following website. Candidates may access the general instructions for using Profex available on the website and that may be downloaded from here.

Prospective candidates to act as language assistants will be entitled to a minimum monthly payment of 700 euro by the Spanish government. They will have to make their own arrangements for flights to Spain and transport within the town or city they are located in. The 2010-11 Austrian Marshall Plan Foundation Fellows in Central European Studies

The Austrian Marshall Plan Foundation Fellowships in Central European Studies enable each year two outstanding scholars to conduct research on important issues related to Central Europe at the Johns Hopkins University School of Advanced International Studies (SAIS) in Washington, D.C. The first Austrian Marshall Plan Foundation Fellows will be appointed for a nine (9) month period from October 2010-June 2011.

The Fellows are closely integrated into the research, training, and outreach activities of the Center for Transatlantic Relations (CTR) at SAIS, and will participate in CTR events and meetings. Each Fellow is expected to complete a research paper during the period of residence according to the terms of the assignment entered into with the Foundation.

Each year the Center and the Austrian Marshall Plan Foundation identify several themes of particular interest. For 2010-11, the Center is particularly interested in receiving applications that deal with any of the following:

Central European countries and the international financial crisis
Issues of political and economic stability and reform in central and eastern Europe.

Eligibility
Applicants for the Austrian Marshall Plan Foundation Fellowship must have a doctorate or be at the post-doctorate level, have demonstrated research capacity, be fluent in English, and be eligible for a J-1 visa. Preference will be given to qualified and competitive candidates from Austria, but the Fellowship is open to candidates of other nationalities as well.

Stipend
The Fellow will enter into a research assignment with the Austrian Marshall Plan Foundation and will receive a monthly stipend of $5,000; an office with computer, Internet access and voicemail; access to Johns Hopkins University libraries and other facilities. The Fellow is expected to take care of his/her travel, accommodation, health care coverage and living expenses.

The Italian Government is offering 90 man-months either for long-term scholarships to graduate/postgraduate studies in specialisation courses or research, also short-terms scholarships in Italian language and cultural studies for teachers of Italian during the academic year 2010/11. Priority will be given to current scholarship holders who require a renewal of their scholarship. It should be noted that new scholarships will only be allotted subject to availability. Relevant information can be found on the annexed document issued by the Italian Ministry of Foreign Affairs.

This year the system has been computerised and one has to apply directly through the website provided in the document that can be accessed here.

Closing date of application is 31 March 2010. Also within ten days from sending in the soft copy one has to send all necessary documentation requested as a hard copy to the Italian Cultural Institute, St George’s Square, Valletta VLT 1190, Malta. It is being underlined that only applications through this system will be considered.

A copy of the application is also to be sent to the Scholarship Section of the Ministry of Foreign Affairs. This can be either posted, faxed, sent by email or one can use the Scholarships portal. Berlin Training for International Development Cooperation (Deadline: 2 May)

The SLE (Centre for Advanced Training in Rural Development) at Humboldt University Berlin) has launched the short-term training programme SLEplus: Berlin Training for International Development Cooperation.

It is designed to meet the needs of professionals working in the area of development cooperation in government and non-government organisations. It is financed by DAAD (German Academic Exchange Service) with funds from the Ministry of Economic Cooperation, the German Federal Foreign Office and the Berlin Senate.

SLEplus is offering three short-term training courses at Humboldt-Universität zu Berlin in summer 2010:

Decentralised Management of Regional Development (9 – 20 August 2010)
Management of Development Projects (23 August – 3 September 2010)
Conflict Transformation and Peace Building (6 – 17 September 2010)

A framework programme provides participants with the opportunity to become familiar with scholarly discussions in the field of development cooperation and to meet representatives of the relevant German government and non-government organizations and institutions.

Course language: English

Scholarships will be available to foreign alumni of German institutions of higher education and to alumni of universities who received a German sur-place-scholarship in their home country or a third country. A limited number of scholarships for the "Conflict Transformation and Peace Building" course can be offered as well to non-alumni.

In case of interest for other courses, there is a possibility for non-alumni to participate as self-payers or being funded by their (partner-)organisation. In this case, the fee per course (10 days) will be 500€.

Matsumae International Foundation Fellowship (Deadline 31 Aug.)

The Matsumae International Foundation is a nongovernmental organisation. Its Fund is solely based on donations from many Japanese people who have responded with goodwill to Dr Shigeyoshi Matsumae’s call. While many donations have been kindly offered by enterprises and groups, most of the donors are individuals who are sympathetic with the Founder’s ideals, and maintain contributions to the Fund from their limited incomes.

Successful applicants are urged to seriously consider and understand rthe goodwill of those persons, and ensure that the provided fellowships are utilised effectively.

Eligibility Requirements
Applicants of non-Japanese nationality who meet all of the following general eligibility requirements are invited to submit the required application documents. Applicants:

must hold a Ph.D. (Doctorate) degree or be recognised by the Foundation as possessing equivalent academic qualifications.
must not be under 40 years of age at the time of application.
must have sufficient conversational ability in English or Japanese to prevent insurmountable difficulties during their research activities in Japan.
who have never been in Japan in the past / or at present.
who have firm positions and professions in their home nations should apply from their countries, and should return to their countries on completion of their stay by the Foundation.
who have previously been invited by the Foundation are not eligible for this fellowship programme.
must be of sound health and not physically handicapped in any way which would prevent them from carrying out research in Japan.

Fields of Study
Fields of study such as natural science, engineering and medicine are given first priority.

Period and Number of Fellowships
Between April 2010 and March 2011, applicants are free to choose the length of period of fellowship stay from six months to three months. The Foundation prefers longer stays (of six months) to shorter stays (of three months). The number of fellowships is about 20 persons.

Host Institution in Japan
Applicants are free to select host institutions (university research laboratories, national research institutions or the corresponding facilities of private industry) in which to carry out their research. However, applicants are cautioned that they are obliged to obtain acceptance from such host institutions prior to submitting their applications. The Foundation cannot give counsel or advice to an applicant who does not submit appropriate information concerning his/her host institution.

Application Documents

All of the following documents (#1-#8) – A4 in size – should be submitted on one occasion by the applicant to the Foundation.
All documents must be type-written in English. Documents written in any language other than English are not accepted.
Submitted applications which do not contain all of the relevant information will be automatically rejected.
The Foundation will not be responsible for costs incurred in submitting an application, and reserves the right to request additional documents if necessary.
All documents become the property of the Foundation and will not be returned.
The Foundation will send acknowledgement regarding the receiving of applications.
The Foundation will not respond concerning the status of an individual’s application.

A completed Application Form together with the applicant’s photograph. The applicant should use the Form specified by the Foundation (or a photocopy). Applicants should ensure that every item in the Application Form, without exception, is properly filled in, and should sign and date the Form in the spaces provided.
A description of the Research Project. This should include detailed information on the purpose, methodology, and content of the research, and the schedule of the project. The research project must be discussed in detail with the host institution, and the planned content must be consistent with the research facilities at the host institution.
Complete List of Publications. This should include full details of the publication: when and where published, co-authors’ names (where applicable), size and number of pages, etc. Please indicate in red the title of any publications on the list which are submitted as requested in item #4.
Reprint(s) of what the applicant considers to be his or her most important publication(s) written in English. (If unavailable, a brief abstract in English written by the applicant.)
Personal History (CV).
A letter of recommendation from the applicant’s employer and/or supervisor (e.g. Faculty Dean) testifying to academic ability and achievements, and confirming the availability of study leave covering the grant period.
A certified copy of the applicant’s university graduation certificate, and a document testifying to the applicant’s academic records in the entire course of study issued by the university concerned. (Both documents should be in English, or be accompanied by an English translation).
A letter with the signature by the host scientist and/or head of host institution confirming the period of stay and the availability of research facilities and materials (the format is free, but an E-mail copy will not be accepted.)

Screening and Notification of Result of an Application

Applications are examined by the Screening Committee of the Foundation on the basis of academic value and the degree of perfection of the research projects.
It generally takes several months to complete examination of applications, after which the results will be sent directly to the applicants by the end of December, 2010.
The Foundation will send a Grant Letter to successful applicants.
The Foundation does not issue announcements concerning the progress of applications under examination, nor will the Foundation respond to inquiries concerning the status of such applications.
When the decisions of the Screening Committee are announced, the Foundation will neither announce the reasons for the decision nor respond to individuals concerning those reasons.

Fellowship Details

Stipend for research and stay: ¥240,000 yen is provided monthly for the purpose of payment of tuition, expenses for research materials, lodging, meals, transportation, etc.
Insurance: personal accident insurance with death benefit and medical treatment and sickness insurance with death benefit and medical treatment.
Air Transportation: an economy-class round-trip air ticket between the international airport nearest to successful applicant’s home residence and Tokyo via most direct routing is provided. The provided air ticket cannot be converted to cash, nor can cash be provided by the Foundation for purchase of an air ticket by any individual or organisation other than the Foundation.
Lump sum on arrival: ¥100,000 yen is provided to assist with the cost of lodging, local travel expenses, etc.

This scholarship programme was created by the French Embassy to Malta, following a Memorandum of Understanding that it signed with the University of Malta, in order to strengthen cooperation between the universities situated in France and the University of Malta by intensifying exchanges of students and teachers and increasing competences and transfer of knowledge.

Maltese nationals currently carrying out research at Masters, Doctorate and Post-Doctorate level are especially concerned since this offers them the opportunity to use advanced equipment and research data of the French laboratory or research centre while acquiring an exceptional experience by working with highly competent French and international researchers.

Fields of Study
All Sciences and related fields are concerned: Pure Sciences, ICT, engineering, aeronautics, medical sciences, environmental sciences, biotechnology etc.

Dates of Internships, Duration and Deadlines
Training courses/internships will be available for the duration of minimum 1 month, up to a maximum of 6 months, according to the nature of the subject or of the project.

Applications for internships starting between March and May 2010
Deadline: 31 January 2010

It is in the candidate’s interest to apply as early as possible since there is a limited number of places available. The Applicant should also take in consideration the time needed to be accepted by the French Laboratory and we recommend that applications are sent quite in advance, at least three months before the commencement of the internship.

Commonwealth Scholarships for Maltese Citizens

Commonwealth Scholarships celebrate their 50th anniversary in 2009. Since their establishment, over 16,000 individuals have held awards in the UK, making the scheme one of the largest and prestigious of its kind in the world. Several other countries host Commonwealth Scholarships, including Canada, India, Malaysia, New Zealand and South Africa.

Commonwealth Scholarships for students from the developed Commonwealth to study in the United Kingdom in 2009 will, after all, be available, following a recent decision by the UK Department for Innovation, Universities and Skills.

The countries affected by the decision are Australia, Brunei, Canada, Cyprus, Malta, New Zealand, Singapore and the Bahamas. Awards for citizens of all other Commonwealth countries will continue to be supported by the Department for International Development.
