Speakers
DAVID FABRI heads the Department of Commercial Law at the University of Malta and co-ordinates its Masters programme in Financial Services. His main areas of interest and research are regulation, financial services legislation, consumer policy and protection, corporate law, whistle-blowing and business ethics, subjects on which he has lectured and written extensively since 1994, both locally and abroad. He currently serves on the University Research Ethics Committee, the Administrative Review Tribunal and the Financial Services Tribunal.
ROBERT ATTARD is Partner and Tax Policy Leader, EY, Central & South East Europe, senior lecturer at the University of Malta and member of the European Association of Tax Law Professors. Dr Attard is a published author on tax law (Hart Publishing and I.B.F.D.) arguing Malta’s leading tax cases and has a wide ranging experience in advising successive Maltese governments on tax policy and a long track record in all areas of international tax law. Furthermore, he’s highly sought after for his interpretation of domestic tax law, tax treaties and EU tax directives.
ARTHUR GALEA SALOMONE graduated as a lawyer at the University of Malta in 1988. As a Commonwealth Scholar, he read International Commercial Law at the University of Toronto. He is Managing Partner of Galea Salomone and Associates and practices principally in Corporate and Commercial Law, Financial Services Law, Foreign Investment and mediation of commercial disputes. Arthur was Chairman of the Malta Stock Exchange and Deputy Chairman of the Maltese Arbitration Centre. He is currently a Director at APS Bank Ltd., Finco Trust Services Ltd., and Chairman of Multi Risk Insurance Co Ltd., a captive insurance company of Vodafone UK plc. He is a member of the Commercial Law Department within the Faculty of Laws at the University of Malta and lectures on various aspects of Commercial Law.
IAN J. STAFRACE is a Maltese Lawyer who has been admitted to the Bar in 1998. He has worked for Exco Services Limited handling assignments relating to corporate matters, mergers and divisions and company restructuring. He was a partner at Abela Stafrace and Associates, a law firm specialising in Civil and Administrative Law matters. He served as the Chief Executive Officer of the Malta Environment and Planning Authority, the Maltese Agency regulating environment protection and development planning. In May 2013, he returned to his profession and set up the firm Ian Stafrace Legal.
MARCEL CASSAR is Chief Executive Officer of APS Bank since 2016, prior to which he held senior executive positions with FIMBank plc, Lombard Bank Malta plc and the MFSA. He is presently Vice Chairman of the Malta Bankers Association and sits on the Banking Supervision Committee of the Brussels-based European Banking Federation. Marcel is a Certified Public Accountant, a member of the Malta Institute of Accountants and holds an MBA from University of Wales, Bangor and Manchester Business School. He has made academic and conference contributions banking policy, regulation and governance and also lectures at the University of Malta in the M.A. (Financial Services) degree programme.
LOUIS CASSAR PULLICINO is Managing Partner of Ganado Advocates graduated Doctor of Laws in 1986. He is an experienced litigator specialising in commercial litigation and particularly active in admiralty and shipping, banking, corporate, insolvency, insurance, telecommunications, pensions and contractual disputes with an international dimension. For over 25 years, he has been advising numerous banking institutions and has been involved in the market’s most complex marine and commercial litigation cases. He was appointed Managing Partner at GANADO Advocates in June 2015.
