EDUCATION ACT (CAP. 327) Master of Science - M.Sc. - in Engineering Degree Course Regulations, 1999 IN exercise of the powers conferred upon him by sections 30 (5) and 31 (6) of the Education Act (Cap. 327), the Chancellor of the University of Malta has promulgated the following regulations made by the Senate of the University of Malta by virtue of the powers conferred upon it by sections 31 and 35 of the said Act:
Citation and Interpretation 1. (1) These regulations may be cited as the Master of Science - M.Sc. - in Engineering Degree Course Regulations, 1999.
(2) In these regulations, unless the context otherwise requires -
"the Board" means the Board of the Faculty of Engineering;
"the Course" means the Course leading to the Degree of Master of Science - M.Sc. - in Engineering; and
"the Degree" means the Degree of Master of Science - M.Sc. - in Engineering.
Applicability 2. These regulations shall apply to courses starting in October 1999 or later.
Admission Requirements 3. The Course shall be open to applicants in possession of one of the following qualifications:
(a) the Bachelor of Engineering (Honours) degree with at least Second Class Honours; or
(b) the Bachelor of Science (Honours) degree with at least Second Class Honours in appropriate subjects as approved by the Board; or
(c) equivalent qualifications approved by Senate on the recommendation of the Board.
Course of Studies 4. The Course shall be offered in areas of study in Engineering where the Faculty of Engineering can offer expert guidance and supervision. In the Taught Mode, the areas of study shall be indicated by the Board before the commencement of each Course.
5. The Degree certificate for the Taught Mode shall denote the area of studies followed as indicated in the programme of studies.
6. The Course shall consist of study-units, to which a total of 90 ECTS credits shall be assigned:
(a) either 64 ECTS credits for taught study-units and 26 ECTS credits for a dissertation, hereafter referred to as the Taught Mode;
(b) or 90 ECTS credits for a dissertation, as directed by the Board on registration, hereafter referred to as the Research Mode.
Duration of Course 7. The Course shall extend over a period of twelve months of full-time study or of three academic years of part-time study. In the Taught Mode it may be offered on a part-time basis only in the evening.
8. Students pursuing the Course on a part-time basis shall be required to register at the beginning of each academic year.
Catalogue of Study-Units 9. The Board shall draw up the programme of studies for the Course and shall publish a catalogue of study-units. The catalogue shall indicate the code, title, description and type of study-unit, the credits assigned to each, and the methods of teaching and assessment. The Board shall publish the catalogue for the Course prior to its commencement, following the approval of Senate.
Progress and Assessment 10. Taught study-units shall be assessed through coursework and examinations held at the end of the semester in which they were held.
11. Boards of Examiners shall be appointed for each study-unit in accordance with the provisions of the University Examinations Regulations.
12. In the Taught Mode, throughout the duration of the Course, students are eligible to be re-examined only once in failed study-units to which not more than 16 ECTS credits are assigned.
13. Students following the Taught Mode and who obtained the 64 ECTS credits assigned to the taught study-units but who, either opt not to proceed with the Course leading to the Degree or, having proceeded, do not successfully complete the Course shall be eligible for the award of the Postgraduate Diploma in Engineering.
Dissertation 14. Students registering for the Taught Mode shall be required to submit a title and a research proposal for the dissertation during the second semester of the Course (during the fourth semester in the case of part-time students), as directed by the Board. Students registering for the Research Mode shall, on application, be required to submit a provisional title for the dissertation and a 300-word proposal. The proposal shall be accepted if it falls within the research interests of the Faculty of Engineering and if supervision is available.
15. The dissertation to which 26 ECTS credits are assigned (Taught Mode) shall consist of not more than 20,000 words. The Research Mode dissertation to which 90 ECTS credits are assigned shall consist of not more that 40,000 words. The dissertations must be submitted as directed by the Board.
16. The Board shall appoint a supervisor for each dissertation. Dissertations may not normally be submitted for examination without the approval of the supervisor. If the Board of Examiners deems the dissertation as not satisfactory, the student shall be considered to have failed the Course.
17. The Board may allow students to present the dissertation within a period to be determined by it, and under those conditions as it may impose.
18. The Board shall propose to Senate a Board of Examiners for each dissertation. For Taught Mode dissertations, the Board of Examiners shall be composed of at least three examiners, one of whom shall be the supervisor. For Research Mode dissertations, the Board of Examiners shall also include an additional non-visiting external examiner who is an expert authority in the area of studies concerned. In both Taught and Research modes, the Board of Examiners may include also additional examiners who shall participate in its deliberations only in so far as the deliberations concern areas in which they are the expert authority.
19. Dissertations must conform to the relevant guidelines as regards format and must satisfy the Board of Examiners as regards content and presentation.
20. No dissertation shall be accepted which is identical in substance with a dissertation already submitted for a degree in this or any other University. Students shall, however, not be precluded from incorporating such previous dissertation work as may be necessary to the presentation and fuller understanding of their exposition, provided that the nature and extent of such incorporation are clearly indicated in the dissertation itself.
21. Students shall be required to defend their dissertation or any other Course matter during a
viva voce examination.
22. Taught Mode students shall submit three copies of the dissertation for examination. Research Mode students shall submit four copies of the dissertation for examination. After successful defence of the dissertation, students shall be required to submit two hard-bound copies, one of which shall be deposited in the University Library and the other in the library of the department concerned.
Results 23. (1) The results shall take into consideration the performance of the students in the study-units and in the dissertation.
(2) The names of the students who qualify for the award of the Degree shall be published in a list in alphabetical order classified as follows:
