EDUCATION ACT (CAP. 327)

Bye-Laws of 2007 for the Selection of Applicants for Admission to the Bachelor of Science (Honours) ­ B.Sc. (Hons) ­ Degree Course under the auspices of the Institute of Health Care

IN exercise of the powers conferred upon him by sections 74 (5) and 75 (6) of the Education Act (Cap. 327), the Chancellor of the University of Malta has promulgated the following bye-laws made by the Board of the Institute of Health Care in virtue of the powers conferred upon it by section 81 (1) of the said Act and which have been approved by the Senate of the University of Malta as required by section 81 (2) of the said Act:

Applicability

1. These bye-laws shall apply to courses commencing in October 2007 or later.

Selection of Applicants

2. Whenever the number of students that may be admitted to the Nursing and Podiatry areas of study in terms of bye-law 5 is limited by Senate in terms of the provisions of bye-law 10 of the Bye-Laws of 2005 for the Bachelor of Science (Honours), and the number of eligible applicants exceeds the number of places in the course, the selection of applicants shall be made according to the criteria listed in bye-law 3.

Criteria for Selection

3. (1) Applicants for the Bachelor of Science (Honours) in the Nursing area of studies who satisfy the Special Course Requirements as laid down in the bye-laws for the course shall be awarded marks according to the following criteria:

(a) academic qualifications:

(i) applicants obtaining overall percentage marks of between 75 and 100 in the Diploma in Nursing Studies or equivalent grade points shall be awarded 45 marks;
(ii) applicants obtaining overall percentage marks of between 65 and 74 in the Diploma in Nursing Studies or equivalent grade points shall be awarded 35 marks;
(iii) applicants obtaining overall percentage marks of between 45 and 64 in the Diploma in Nursing Studies or equivalent grade points shall be awarded 25 marks;
(iv) applicants not in possession of the Diploma in Nursing Studies holding the State Registered Nurse qualification shall be awarded 20 marks;

(b) work experience in gainful employment in a nursing/midwifery area:

(i) more than 15 years relevant work experience shall be awarded 15 marks;
(ii) between 10 and 15 years relevant work experience shall be awarded 10 marks;
(iii) between 5 and 10 years relevant work experience shall be awarded 8 marks;
(iv) less than 5 years relevant work experience shall be awarded 5 marks;

(c) other relevant experience:

(i) teaching and supervisory experience shall be awarded 5 marks;
(ii) participation in Continuing Professional Development courses shall be awarded 3 marks for each course attended in the last 2 years up to a maximum of 9 marks;
(iii) attendance at conferences shall be awarded 3 marks for each conference attended in the last 2 years up to a maximum of 6 marks,

Provided that not more than a total of 10 marks shall be awarded to other relevant experience;

(d) performance during interview: between 0 and 30 marks.

(2) Applicants for the Bachelor of Science (Honours) in the Podiatry area of studies who satisfy the Special Course Requirements as laid down in the bye-laws for the course shall be awarded marks according to the following criteria:

(a) academic qualifications

(i) applicants obtaining overall percentage marks of between 75 and 100 in the Diploma in Podiatry or equivalent grade points shall be awarded 45 marks;
(ii) applicants obtaining overall percentage marks of between 65 and 74 in the Diploma in Podiatry or equivalent grade points shall be awarded 35 marks;
(iii) applicants obtaining overall percentage marks of between 45 and 64 in the Diploma in Podiatry or equivalent grade points shall be awarded 25 marks;
(iv) applicants not in possession of the Diploma in Podiatry holding the State Registered Podiatrist qualification shall be awarded 20 marks;

(b) work experience in gainful employment:

(i) more that 15 years relevant work experience shall be awarded 15 marks;
(ii) between 10 and 15 years relevant work experience shall be awarded 10 marks;
(iii) between 5 and 10 years relevant work experience shall be awarded 8 marks;
(iv) less than 5 years relevant work experience shall be awarded 5 marks;

(c) other relevant experience:

(i) participation in Continuing Professional Development courses shall be awarded 3 marks for each course attended in the last 2 years up to a maximum of 9 marks;
(ii) attendance at conferences shall be awarded 3 marks for each conference attended in the last 2 years up to a maximum of 6 marks;
(iii) evidence of working experience abroad in the Podiatry Division shall be awarded 3 marks,

Provided that not more than a total of 10 marks shall be awarded to other relevant experience;

(d) performance during interview: between 0 and 30 marks.

(3) Applicants for the Bachelor of Science (Honours) in the Community Nursing or the Community Midwifery areas of study who satisfy the Special Course Requirements as laid down in the bye-laws for the course shall be awarded marks according to the following criteria:

(a) academic qualifications:

(i) applicants obtaining overall percentage marks of between 75 and 100 in the Diploma in Midwifery or the Diploma in Nursing Studies or the Diploma in Psychiatric Nursing or equivalent grade points shall be awarded 45 marks;
(ii) applicants obtaining overall percentage marks of between 65 and 74 in the Diploma in Midwifery or the Diploma in Nursing Studies or the Diploma in Psychiatric Nursing or equivalent grade points shall be awarded 35 marks;
(iii) applicants obtaining overall percentage marks of between 45 and 64 in the Diploma in Midwifery or the Diploma in Nursing Studies or the Diploma in Psychiatric Nursing or equivalent grade points shall be awarded 25 marks;
(iv) applicants not in possession of the Diploma in Midwifery or the Diploma in Nursing Studies or the Diploma in Psychiatric Nursing but holding State Registration shall be awarded 20 marks;

(b) work experience in gainful employment in a nursing/midwifery area:

(i) more than 15 years relevant work experience shall be awarded 15 marks;
(ii) between 10 and 15 years relevant work experience shall be awarded 10 marks;
(iii) between 5 and 10 years relevant work experience shall be awarded 8 marks;
(iv) less than 5 years relevant work experience shall be awarded 5 marks;

(c) other relevant experience:

(i) teaching and supervisory experience shall be awarded 5 marks;

(4) Applicants for the Bachelor of Science (Honours) in the Mental Health Nursing area of study who satisfy the Special Course Requirements as laid down in the bye-laws for the course shall be awarded marks according to the following criteria:

(a) academic qualifications:

(i) applicants obtaining overall percentage marks of between 75 and 100 in the Diploma in Midwifery or the Diploma in Nursing Studies or the Diploma in Psychiatric Nursing or equivalent grade points shall be awarded 45 marks;
(ii) applicants obtaining overall percentage marks of between 65 and 74 in the Diploma in Midwifery or the Diploma in Nursing Studies or the Diploma in Psychiatric Nursing or equivalent grade points shall be awarded 35 marks;
(iii) applicants obtaining overall percentage marks of between 45 and 64 in the Diploma in Midwifery or the Diploma in Nursing Studies or the Diploma in Psychiatric Nursing or equivalent grade points shall be awarded 25 marks;
(iv) applicants not in possession of the Diploma in Midwifery or the Diploma in Nursing Studies or the Diploma in Psychiatric Nursing but holding State Registration shall be awarded 20 marks;

(b) work experience in gainful employment in a nursing/midwifery area:

(i) more than 15 years relevant work experience shall be awarded 15 marks;
(ii) between 10 and 15 years relevant work experience shall be awarded 10 marks;
(iii) between 5 and 10 years relevant work experience shall be awarded 8 marks;
(iv) less than 5 years relevant work experience shall be awarded 5 marks;

(c) other relevant experience:

(5) Applicants for the Bachelor of Science (Honours) in the Midwifery area of studies who satisfy the Special Course Requirements as laid down in the bye-laws for the course shall be awarded marks according to the following criteria:

(a) academic qualifications:

(i) applicants obtaining overall percentage marks of between 75 and 100 in the Diploma in Midwifery or equivalent grade points shall be awarded 45 marks;
(ii) applicants obtaining overall percentage marks of between 65 and 74 in the Diploma in Midwifery or equivalent grade points shall be awarded 35 marks;
(iii) applicants obtaining overall percentage marks of between 45 and 64 in the Diploma in Midwifery or equivalent grade points shall be awarded 25 marks;
(iv) applicants not in possession of the Diploma in Midwifery but holding the State Registered Midwife qualification shall be awarded 20 marks;

(b) work experience in gainful employment in a nursing/midwifery area:

(i) more than 15 years relevant work experience shall be awarded 15 marks;
(ii) between 10 and 15 years relevant work experience shall be awarded 10 marks;
(iii) between 5 and 10 years relevant work experience shall be awarded 8 marks;
(iv) less than 5 years relevant work experience shall be awarded 5 marks;

(c) other relevant experience:

(i) teaching and supervisory experience shall be awarded 5 marks;
(ii) participation in Continuing Professional Development courses shall be awarded 3 marks for each course attended in the last 2 years up to a maximum of 9 marks;
