EDUCATION ACT (CAP. 327) Certificate in Medical Foundation Studies (Medicine, Dentistry, Pharmacy and Allied Health Sciences) Course Regulations, 2010 under the auspices of the Faculty of Medicine and Surgery IN EXERCISE of the powers conferred upon him by articles 74 (5) and 75 (6) of the Education Act (Cap. 327), the Chancellor of the University of Malta has promulgated the following regulations made by the Senate of the University of Malta by virtue of the powers conferred upon it by articles 75 and 79 of the said Act:
Citation and Interpretation 1. (1) These regulations may be cited as the Certificate in Medical Foundation Studies (Medicine, Dentistry, Pharmacy and Allied Health Sciences) Course Regulations, 2010, under the auspices of the Faculty of Medicine and Surgery.
(2) In these regulations, unless the context otherwise requires
"the Board" means the Board of Studies appointed for the Course by Senate, on the recommendation of the Faculty Board of Medicine and Surgery;
"the Certificate" means the Certificate in Medical Foundation Studies (Medicine, Dentistry, Pharmacy and Allied Health Sciences); and
"the Course" means the course of studies leading to the Certificate in Medical Foundation Studies (Medicine, Dentistry, Pharmacy and Allied Health Sciences).
Applicability 2. These regulations shall apply to courses starting in October 2010 or later.
Eligibility for the Certificate 3. To be eligible for the award of the Certificate, students must:
(a) be registered as students in the Course in terms of regulation 4;
(b) complete the course of studies, qualify in the assessments and satisfy any other requirements prescribed in these regulations; and
(c) satisfy any other requirements prescribed in any other relevant Statutes, Regulations and Bye-Laws of the University.
Registration for the Course 4. The Course is open only to the nationals who followed their secondary education in the systems of education indicated in Schedule 1 to these regulations and who:
(a) have successfully completed their secondary and/or high school education; and
(b) are in possession of one of the following qualifications in English at the required level:
(i) Test of English as a Foreign Language (TOEFL) 500 or 173 CB or 61 Internet-based;
(ii) International English Language Testing System 5.5;
(iii) Cambridge First Certificate at grade C or better; or
(iv) any other equivalent qualification approved by the Board; and
as from October 2011, provided that they obtain at least the minimum applicable score comparable to at least TOEFL 17 (Internet based) or IELTS 5.0 or equivalent, in reading and writing; and
(c) are in possession of qualifications allowing access to higher education in the selected discipline in the country where such qualifications were obtained; but
(d) are deemed to require further study to be admitted to Medical, Dental, Pharmacy or Allied Health Sciences degree courses at the University of Malta.
Duration of Course 5. The Course extends over a period of one academic year of full-time study. The Board may allow students to repeat the Course once only.
Board of Studies 6. The general administration of the Course shall be entrusted to a Board of Studies, appointed by Senate, on the recommendation of the Board.
Programme of Study 7. (1) The programme of study aims to bridge differences between the Maltese educational system and other systems. It shall consist of a number of study-units to which 60 ECTS credits are assigned.
(2) The Board shall draw up a programme of studies indicating which studu-units are compulsory and which are elective and a catalogue of study-units, indicating the level, code, title, description and type of each study-unit, the credits assigned to each study-unit, and the methods of teaching and assessment. The Board shall publish the programme of studies and the catalogue prior to the commencement of each Course, following the approval of Senate. Subject to the approval of Senate, the Board may make any necessary changes to the programme of studies and to the catalogue as required.
Attendance and Assessment
8. (1) Attendance at all teaching sessions in whatever mode is obligatory. Students must attend at least 80% of the lectures/seminars or practical sessions in a study-unit in each semester before being allowed to sit for the assessment of a study-unit, except with the permission of the Board who, in exceptional circumstances, may approve that the student be allowed to sit for the assessment/s. In cases where the student is not allowed to sit for the assessment a 0 mark and an F grade shall be assigned and recorded.
(2) Students shall only be eligible to be reassessed in study-units to which not more than 16 ECTS credits are assigned.
Award of the Certificate
9. The Certificate shall be awarded to students who obtain 60 ECTS credits in one academic year.
Access and Admission to University Medicine, Dentistry, Pharmacy and Allied
Health Sciences Undergraduate Courses
10. Students who obtain the Certificate are required to complete the University admissions procedure for international students as it pertains to the degree course being applied for.
General Provision
11. In matters not provided for by these regulations, the Board shall be guided by the provisions of the General Regulations for University Undergraduate Awards, 2004, published as Legal Notice 127 of 2004, as applicable.
Repeal
12. The Certificate in Medical Foundation Studies (Medicine, Dentistry and Allied Health Sciences) Course Regulations, 2009, published as Legal Notice 115 of 2009, shall be deemed to cease to be in force as from 1 October 2010.

Schedule 1
This Course is open to qualified applicants in terms of agreements signed by the University with the State of Kuwait.
