The MBA (Public Management) is intended to address the needs of actual and aspiring senior managers in the Public Service. As such it will make a valuable contribution to the Government's programme of Public Service renewal, a key component of which is improving the quality of management.

The Public Management stream combines those elements of the MBA which are considered of most direct relevance to public managers with study-units pertaining directly to public policy-making and public management.

It includes study-units on topics such as managing information systems, managerial accounting, human resource management and cost benefit analysis which are of direct relevance to public managers since public management practice in these areas draws, or would benefit from drawing, on private-sector best practices.

The MBA (Public Management) aims to prepare managers in the Public Service. It will complement the MA in Public Policy Leadership, which is also provided by the Department of Public Policy, and which represents good preparation for senior staff in the Public Service whose work is oriented towards policy development as opposed to general management.

The aims of the programme are to:

i. Equip participants with the knowledge and skills which will enable them to perform as management professionals at their place of work stimulating their critical capacities as employees who need to take important decisions.

ii. Expose participants to classes of current and aspiring managers from private enterprise, non-governmental organizations, and other walks of life, stimulating interaction and exchange of ideas in an academic and student-friendly environment.

iii. Integrate aspects of Public Policy and Business Management.

iv. Enable participants to assess the macro and micro perspectives of their professional context.

v. Encourage students to adopt an independent, transparent and flexible approach to public management by drawing on their knowledge of policy-making and governance best practices.

Applicants seeking admission to the Course shall have a minimum of three years’ relevant work experience excluding work carried out during full-time study and shall be:

(a) in possession of a Bachelor degree from this University or any other institution recognised by Senate with at least Third Class Honours or Category III,
provided that applicants in possession of a degree with Third Class (Honours) or Category III shall satisfy the Board that they are in possession of other qualifications, including relevant experience, obtained following their first cycle degree or

(b) aged twenty-six years or over and be in possession of a higher diploma or a diploma from this University comprising not less than 90 ECTS credits in a related area with at least a Merit classification, or equivalent qualifications. Such applicants may be required to demonstrate through an interview that they are able to follow the Course with profit.

Interviews, if necessary, shall be conducted by a board composed of at least three members appointed for the purpose.

Preparatory Programme

Applicants seeking admission under paragraph (b) shall be required to successfully complete a Preparatory Programme consisting of study-units to which 30 credits are assigned, with an overall average mark of 55% or better, prior to their registration as regular students on the Course.

The admission requirements are applicable for courses commencing in October 2020.

The MBA (Public Management) is aimed at providing a learning opportunity for employees within the Public Sector interested in enhancing their knowledge and skills in participating and managing effectively their place of work. Faced by an increased complexity due to the internationalization of operations (for example the pervasiveness of European Union matters at every level), civil servants require a new conceptual understanding of knowledge and practice.
The course is intended for mid-career Public Service employees and aspiring recruits to the Public Service who regard the MBA (Public Management) as a means to facilitate their entry to the Service as well as a mechanism to prepare themselves for a Public Service career.
MBA (Public Management) students are expected to be mostly mid-career Public Service employees who have attained or who are aspiring to a senior management position, and who wish to equip themselves to better meet the demands of such positions or to gain a competitive edge in the selection process for such positions. In the case of some employees, such a career move may also represent a switch from a specialised professional field (nursing, architecture, engineering etc.) to a managerial role in which the emphasis shifts from the application of specialised knowledge to the management of people and processes and the assumption of responsibility for organisational performance and the delivery of services.
