This course is designed to develop a multidisciplinary intellectual skills-set on how to manage and lead public entities; thus contributing towards good and effective governance. It equips students with a plethora of managerial tools to bring about change and innovation in the Public Sector, including the public service, local government, regulatory bodies, disciplined forces and agencies of the European Union. Through an interactive mode of learning, the course is intended to improve the students’ sense of critical judgment when confronted with a confrontational array of political, economic and sociological points of views that usually characterize the public arena.
(1) Admission to the Course may, with the approval of Senate, be restricted to applicants who are eligible for admission as regular students in terms of the Admission Regulations of the University and are nominated by an organisation that commissions the Course.
(2) (i) Applicants admitted under paragraph (c) of regulation 6 of the Admissions Regulations must be in possession of those qualifications and/or experience that would satisfy the Board of Studies that they have reached the academic standard required to follow the Course with profit.
(ii) Applicants admitted in terms of sub-paragraph (i) of paragraph (2), who on admission into the Course are not in possession of passes in English and Maltese at SEC level at Grade 3 or higher, shall be required to sit for proficiency tests in English and Maltese as approved by the University before being admitted to the Course. The English Proficiency Test will be held on 3 September 2020. The Maltese Proficiency Test will be held on a date, which will be announced in due course. These dates cannot be changed.
(iii) The eligibility of such applicants shall be decided by the Board of Studies, taking into consideration the performance of the applicants in the proficiency tests specified in sub-paragraph (ii) of paragraph (2).
The admission requirements are applicable for courses commencing in October 2020.

By the end of the course, students will be able to: • assess how management, leadership and business strategies, typically used for the private sector, can be applied and adapted to government and public organizations; • perform and lead ethically within the institutional parameters of public administration; • assess the role of public administration in government and public office, and its role in the implementation of government policy; • understand and interpret the economic and sociological fabric which in turn influence the strategies and action programmes of the Public Sector; • analyse the operations of the national public administration within a supranational context involving the European Union and other international regulatory entities; • develop a culture of excellence in the best interest of both the internal and the external client; • apply the principles of effective governance, in particular openness, participation, accountability, effectiveness, coherence, ethical conduct, respect to the rule of law, innovation and sustainability; • conduct independent, scientific research embracing the collection, analysis, interpretation and presentation of both desktop and fieldwork research.
The course is primarily intended for junior and middle public officers who wish to diversify and enrich their employment opportunities across different areas of Public Service’s operations.
It is also intended for students who aspire for a rewarding career within the Public Sector, Local Governance, and the European Union.
Students who follow this course with profit will be able to apply for job vacancies and job promotion opportunities within the Public Sector at local, national and European level. Furthermore, they will be able to further their studies at a postgraduate level in a variety of areas including, Public Policy, Strategic Management, Business Administration, Management of Social Care Services, Human Resources, Project Management, Quality Management and other Social Science specialized fields.
