DESCRIPTION This study-unit will introduce students to the aims of policies and services for disabled people. It will expose students to both national and international disability policy and will delve deeper into the factors that have facilitated or hindered the successful implementation of these policies and services. The complex relationship between policymakers, legislators, service providers and disabled people will be discussed and the roles of each of these groups will be explored.

Various tools for policymaking will be discussed, such as Council of Europe and EU initiatives, and on a national level, including the National Disability Policy. The United Nations Convention on the Rights of People with Disability (UNCRPD) will be used as a reference point and the State Reports and Comments by the Committee on the Rights of Persons with Disabilities will be discussed as the most recent initiative that guides policy makers toward the implementation of empowering policies and services for disabled people.

Study-Unit Aims:

- To introduce students to disability policies and services on a national and international level;
- To discuss tools for policy making and measures for the effective implementation of these policies;
- To explore with students the role and impact of the UNCRPD in relation to policy, legislation and awareness raising in the disability sector.

Learning Outcomes:

1. Knowledge & Understanding:

By the end of the study-unit the student will be able to:
- Explain the relationship between policy and service provision in the field of disability;
- Gain knowledge of the various disability policies, legislation and services that exist both in Malta and other countries;
- Identify the various sources of information about disability policies and services in Malta and other countries.

2. Skills:

By the end of the study-unit the student will be able to:
- List at least three disability policies and measures for their implementation in Malta;
- List at least three disability policies and measures for their implementation in other countries;
- Appraise the importance of different disability services in Malta and their contribution to disabled people's empowerment;
- Critically analyse different disability policies and services and identify the lacunae that are still present on a national and international level.
