TITLE Concepts of Coastal Management and Case Studies from the Maltese Islands

DESCRIPTION This study-unit will present important concepts related to the management of coastal resources together with diverse techniques used in coastal planning, decision-making and conservation. The coastal resource will be considered at its widest scope, to reflect the various social, economic and ecological values represented by its use for recreation, leisure and tourism, environmental conservation, commerce, transport and shipping, urbanisation and infrastructure.

The various possibilities for delineating the coast/coastal zone for management purposes will also be reviewed, and the advantages and disadvantages of approaches at different scales considered. The conflicts arising from multiple uses of coastal area will be considered in tandem with crucial considerations for integrated and holistic coastal planning and management approaches.

A number of specific issues of concern within the coastal zone will be reviewed, including hazard events, erosion and sea level rise, ecosystem services and biodiversity conservation. The role of different stakeholders in coastal management will also be reviewed. Two Case studies of from the Maltese coastline will be used for reference and knowledge transfer to the local arena.

Study-unit Aims:

This study-unit will provide students with:

- knowledge of the various elements comprising the coastal resource;
- an understanding of coastal processes and the resultant coastal landforms which they form;
- an appreciation of the high potential of conflict arising from multiple uses of this increasingly valuable socio-economic and ecologic resource;
- and understanding of the elements crucial to the achievement of integrated management and planning of the coast;
- knowledge of the global and regional regulatory mechanisms that support such an integrated approach.

Learning Outcomes:

1. Knowledge & Understanding:
By the end of the study-unit the student will be able to:

a. Explain the multi-faceted (natural and anthropogenic) coastal environment and the socio-economic and ecologic value it represents;
b. Demonstrate an understanding of past and ongoingon-going conflict between anthropogenic use, natural processes and desired conservation of natural habitats;
c. Describe mechanisms and approaches used in the protection of the shoreline;
d. Understand issues / techniques used in coastal management and planning and value their problem solving applications;
e. Outline and discuss coastal management challenges for the Maltese Islands.

2. Skills:
By the end of the study-unit the student will be able to:

a. Assess the anthropogenic / nature coastal conflict and apply knowledge to foresee and mitigate against future potential conflict;
b. Apply problem-solving skills and conflict resolution mechanisms as an integral process of coastal management;
c. Incorporate the sustainable development ethos into integrated management of coastal resources;
d. Evaluate the sustainability of coastal management practices to date in the Maltese Islands.
