DESCRIPTION This study-unit provides students with an understanding of the nature and purpose of governance and spatial planning. The unit will first introduce the concept of governance and will outline key principles of good governance. Students then explore in detail the discipline of spatial planning, starting with a discussion of why this became necessary as cities grew and developed, and how it has evolved over time, leading to a discussion of modern-day planning practices and instrument. Throughout the unit, a range of issues in the planning and governance of human settlements in different political, cultural and socio-economic contexts will be explored; similarly, students will discuss the particularities and challenges of governing protected areas established for conservation of natural heritage. The unit will furthermore introduce a range of tools that are employed by planners, including ones related to PERT planning, contingency planning, risk management, and conflict resolution, among others. Finally, the unit will explore local spatial planning practices and experiences through focus on a selection of case studies.

Study-unit Aims

The aims of this study-unit are:

- to provide students with an understanding of planning practices and of the process of policy development;
- to provide students with an understanding of tools used to analyse, debate, negotiate and resolve issues that affect planning and related professions;
- to enable students to understand the influence of governance practices on the successes or failures of planning instruments.

Learning Outcomes

1. Knowledge & Understanding
By the end of the study-unit the student will be able to:

a. Recognise and describe local, European and international spatial planning concepts;
b. Identify key ideas and concepts relevant to spatial planning internationally, the EU and locally;
c. Describe the functions and characteristics of governance and its diverse systems and frameworks;
d. Describe and discuss the role of the spatial planning in the development of policy and its influence on governance;
e. Discuss, with reference to case studies, the nature of development impact and the tools and methods used for best practice spatial planning and good governance.

2. Skills
By the end of the study-unit the student will be able to:

a. Evaluate governance practices on the basis of key principles of good governance;
b. Apply a range of planning tools to smale-scale projects;
c. Identify elements critical to successful project management;
d. Evaluate and assess the effectiveness of spatial planning instruments, land-cover assessment and policy, based on case studies;
e. Engage in transdisciplinary critical discussion on local planning initiatives and strategies.
