IT Services

Applications are invited for the post of IT Officer I or IT Officer II or IT Officer III within the University IT Services.

The Postholder will:

  • support desktops, laptops, mobile devices, telephony, printers, scanners and standard productivity applications. This role involves diagnosing hardware and software faults, and solving technical and application problems in-person or remotely;
  • support the installation and routine/emergency maintenance of technologies (computers, data projectors, LCD screens, audio visual systems & microphones, document cameras, videoconferencing and lecture capture equipment, printers, scanners and wireless networking) in learning spaces and offices.

The post may involve also providing other IT support services as indicated in the ‘Further Information’ section.

This post is aimed at persons who are strong in technical skills and also passionate in assisting users to solve their IT-related problems.

Post of IT Officer I

Applicants should:

  • be in possession of a relevant diploma qualification;
    OR
  • have at least two (2) years’ relevant work experience.

Skills and Competencies

  • Ability to communicate successfully with all levels of computer users;
  • Good communication skills, both written and verbal (in English);
  • Ability to work both on own initiative and in a team, and be able to adapt to different work environments;
  • Ability to prioritise and schedule work;
  • Support experience of lecture room technologies (e.g. interactive boards, connecting user devices to data projection facilities, lecture capture, videoconferencing and audio visual systems);
  • Experience on installation, use and support of computer operating systems such as macOS and MS Windows;
  • Experience on installation, use and support of end-user applications such as MS Office, Google Workspace, Adobe software, Web browsers, antivirus software, personal firewall and end-user security issues and data backup practices;
  • Disposition to learn new skills on the job and to pursue further studies/professional training as may be required.

Additionally, applicants should ideally have: 

  • Experience on TCP/IP networking;
  • Experience on audio-visual installation/operation.

The IT Officer I may be required to work on an ‘on-call’ basis should the need arise.

The salary for 2024 is €22,408 rising by annual increments of €375 up to €24,658. On completion of four years’ service in this grade, the appointee will, on satisfactory performance, be entitled to move on to the next salary band with annual increments of €408 up to a maximum of €26,280. After a further period of two years, the appointee will on satisfactory performance be entitled to move on to the next band with annual increments of €447 up to a maximum of €28,036.

Post of IT Officer II

Applicants should:

  • be in possession of a relevant advanced/higher diploma qualification;
    OR
  • have at least three (3) years’ relevant work experience.

Skills and Competencies 

  • Satisfied the requirements for the post of IT Officer I (refer to IT Officer I section - above);
  • Substantial experience on installation, use and support of computer operating systems such as MS Windows and macOS;
  • Substantial experience on installation, use and support of end-user applications such as MS Office, Google Workspace, Adobe software, Web browsers, antivirus software, personal firewall and end-user security issues and data backup practices;
  • Support experience of lecture room technologies such as connecting user devices to data projectors, LCD screens, audio visual systems & microphones, document cameras, videoconferencing and lecture capture equipment.

Additionally, applicants should ideally have:

  • experience on TCP/IP networking;
  • IT certification/s such as ITIL Foundation certificate, Microsoft 365 Fundamentals certificate, AppleCare Hardware certificate etc.

The IT Officer II may be required to work on an ‘on-call’ basis should the need arise.

The salary for 2024 is €26,968 rising by annual increments of €487 up to a maximum of €29,890.

Candidates will be entitled to an annual bonus related to performance from 0% to 5% of basic salary.

Post of IT Officer III

Applicants should:

  • be in possession of a relevant degree qualification;
    OR
  • have at least five (5) years’ relevant work experience.

Skills and Competencies

  • Satisfied the requirements for the post of IT Officer II (refer to IT Officer II section - above);
  • Excellent interpersonal, written and verbal communication skills;
  • Good customer-oriented skills and the ability to deal professionally with all staff and students;
  • Ability to work independently to a loose task specification, on own initiative and under pressure;
  • Good project management skills and report writing skills;
  • Experience in a supervisory role;
  • Good problem solving and time management skills managing own and overall time priorities;
  • Ability to work and coordinate with other IT Services staff, University departments and key stakeholders.

The IT Officer III may be required to work on an ‘on-call’ basis should the need arise.

The salary for 2024 is €28,707 rising by annual increments of €531 up to a maximum of €31,893.

Candidates will be entitled to an annual bonus related to performance from 0% to 5% of basic salary.

Further Information

IT Services manages the IT infrastructure of the University and offers a range of facilities and services to assist a community of over 20,000 staff and students with their IT-related needs.

The role of IT Services staff is to proactively support both generic and specific IT requirements for teaching and research in academic departments and/or IT business needs of support and administrative departments. They proactively liaise with end-users, IT Services staff and other stakeholders in terms of supporting these requirements and to deliver improved effectiveness and efficiency through the use of IT across the University.

IT Services also assists in the operation of the .mt domain registry as well as Malta’s participation in the GÉANT project.

IT Services staff may be required to operate from the main IT Services site on campus, from other sites on campus (e.g. Administration), or other University sites (e.g. Valletta Campus, Gozo Campus, Mater Dei Hospital and Junior College), in order to service the various University departments and as may be required by the University.

Main duties and responsibilities may include:

  • Provide technical and operational support on:
    • macOS and MS Windows;
    • application software e.g., MS Office, Google Workspace, Adobe software, Web browsers;
    • corporate systems (including Student, Library, Finance and HR information management systems);
    • end-user devices including desktops, laptops, tablets and telephony.
  • Record and manage all faults, queries and incidents on issue tracking software;
  • Investigate and resolve software/hardware problems in consultation with other IT Services staff as appropriate;
  • Service and support IT facilities including computer training rooms, computers in research laboratories, open access workstations, printers, scanners, wireless network access, videoconferencing and learning technologies in lecture rooms (e.g., interactive boards and lecture capture equipment). Additionally, the post holder is required to assist with the setting up and upkeep of such learning spaces;
  • Act as point of contact with end-users and departments being serviced, be proactive to disseminate information to users and in turn collect feedback from users for improvement of IT services;
  • Assist with purchasing of hardware and software, including liaison with suppliers;
  • Monitor stock levels of equipment and consumables and ensure that equipment loaned is kept maintained and in good order;
  • Undertake routine preventive measures and assist in threat and vulnerability assessments, followed by appropriate remedial action, to ensure optimal IT systems security;
  • Assist back-office technical operation of IT systems and services, including installation, configuration, documentation and operation of servers, backups, networks etc;
  • Assist with the implementation of environmentally-friendly IT policies;
  • Assist with end-user documentation of IT systems and services;
  • Supervise student lab attendants and assist other IT Services staff taking over their responsibilities as may be necessary;
  • Any other duties commensurate with the grade, as required by senior IT Services staff and respective head of service team to which the post holder is attached.

IT Services staff placed with specific University departments may be assigned duties on a day-to-day basis by these departments but will be required to coordinate with IT Services senior staff in terms of servicing the departments and will ultimately report to the relevant head of service team within IT Services and to the Chief Information Officer & Director of IT Services.

The appointee is expected to work:

  • on a full-time basis, and will not be allowed to engage in any other gainful employment without the permission of the Council; and
  • at such places and during such hours as may be determined by the Head of the Department.

  • Provide duties from amongst those expected from an IT Officer I (listed above);
  • Provide advanced technical and operational support on:

IT Services staff placed with specific University departments may be assigned duties on a day-to-day basis by these departments but will be required to coordinate with IT Services senior staff in terms of servicing the departments and will ultimately report to the relevant head of service team within IT Services and to the Chief Information Officer & Director of IT Services.

The appointee is expected to work:

  • on a full-time basis, and will not be allowed to engage in any other gainful employment without the permission of the Council; and
  • at such places and during such hours as may be determined by the Head of the Department.

Main duties and responsibilities may include:

  • Provide duties from amongst those expected from an IT Officer II (listed above);
  • Proactively prepare proposals and recommendations to improve existing and new facilities, systems, services and policies;
  • Supervise first-line and second-line staff to support queries on operating systems, desktop applications and corporate systems (including Student, Library, Finance and HR information management systems), hardware and IT facilities etc. This includes ensuring high standards of support services;
  • Research and propose solutions to IT problems. This includes acting as point of reference for IT staff;
  • Manage IT facilities including computer training rooms, computers in research laboratories, open access workstations, printers, scanners, wireless network access, videoconferencing and learning technologies in lecture rooms. Additionally, the post holder may be required to design such learning spaces;
  • Ensure systems are periodically and appropriately backed up, recommending changes as necessary;
  • Assist with the development and implementation of appropriate disaster recovery and business continuity plans;
  • Manage incident reports for service outages or degradation of service including liaison with external entities, to ensure prompt and adequate service, where appropriate;
  • Design, develop and maintain IT training materials, end user guides, frequently asked questions, documentation and public relations material in print & online format. This may also include delivery of training;
  • Participate in the process of identification, procurement, installation and commissioning of IT systems (networking, hardware, software etc.);
  • Assist with planning, in some cases managing, IT projects or subsets of major projects ensuring that user needs are appropriately identified, and working with key stakeholders to deliver the necessary requirements;
  • Coordinate the recruitment and day-to-day management of student lab attendants;
  • Supervise junior staff and assist other IT Services staff taking over their responsibilities as may be necessary. The post holder is accountable for work carried out by staff assigned under his/her responsibility;
  • Participate in working groups, committees and management meetings as may be required. This includes participation in overseas meetings/events that contribute to the enhancement of IT services; and
  • Any other duties commensurate with the grade, as required by senior IT Services staff and respective head of service team to which the post holder is attached.

IT Services staff placed with specific University departments may be assigned duties on a day-to-day basis by these departments but will be required to coordinate with IT Services senior staff in terms of servicing the departments and will ultimately report to the relevant head of service team within IT Services and to the Chief Information Officer & Director of IT Services.

The Selection Procedures

  • The evaluation of qualifications and experience claimed and supported by testimonials and/or certificates (copies to be included with the application);
  • Short-listing of candidates;
  • An invitation to short-listed candidates to a Selection Board interview.

The Selection Process

The selection process will follow the document Guidelines for Members of Selection Boards in the Recruitment of Administrative, Technical and Industrial Staff.

In accordance with the guidelines, members of the Selection Board will establish the following selection criteria for the selection process:

  • Relevant academic qualifications;
  • Relevant work experience;
  • Aptitude and suitability; and
  • Performance in interview.

The appointment will be subject to a probationary period of twelve months and to the provisions of the Statutes, Regulations and Bye-Laws of the University of Malta which are now or which may hereafter be in force.
