Applications are invited for the post of Senior Information Management Systems Support Officer within the SIMS Office, which forms part of the Office of the Registrar. 

As a Senior Information Management Systems Support Officer you will have have the opportunity to grow at Malta’s Leading Tertiary Education Institution. You will work on one of the most robust information management system used in the majority of higher education institutions in the United Kingdom, as well as other universities globally.

Eligibility

Candidates must have either /or:

  • Scale 10 - a Diploma in an ICT related area (MQF Level 5) and three (3) years of experience; or
  • Scale 9 - a Diploma in an ICT related area (MQF Level 5) and five (5) years of experience; or
  • Scale 8 – in possession of a recognised University degree (MQF Level 6) and with three (3) years of full-time experience using Information Management Systems or in possession of a recognised University degree (MQF Level 6) in business/IT related area; or in the grade of Information Management Systems Support Officer not below Scale 13 with seven (7) of experience;
  • Scale 7 – in possession of a Degree in ICT (MQF Level 6) and with one (1) year experience using Information Management Systems. 

Skills and Competences Required

The following characteristics are important:

  • Excellent interpersonal and communication skills;
  • Excellent organisational skills and attention to detail;
  • An aptitude to work in a higher education institution;
  • Ability to work independently and in a team environment on several projects at a time; and
  • Ability to interact professionally and diplomatically with students, staff and external entities and have a strong customer service focus.

Furthermore, since most of the system task functionalities are developed using the system technologies and syntax the following skills will be considered an asset:
  • MSSQL (DML);
  • HTML, CSS (mostly Bootstrap) and JavaScript;
  • Microsoft Report Builder and/or Microsoft Visual Studio (to integrate with Report Cradle);

Training will be provided to enhance your skills. 


Salary Details

The annual salary for 2023 for each entry scale, according to qualifications and experience is as follows:

  • Scale 10 - €23,165 rising annual increments of €408 up to a maximum of €25,613. 
  • Scale 9 - €24,687 rising annual increments of €447 up to a maximum of €27,369. 
  • Scale 8 - €26,301 rising annual increments of €487 up to a maximum of €29,223. 
  • Scale 7 - €28,040 rising by annual increments of €531 up to a maximum of €31,226.

Candidates recruited in Scale 8 and 7 will be entitled to an annual bonus related to performance from 0% to 5% of basic salary.

Senior Information Management Systems Support Officers will move up to the next scale on completion of four (4) years of service and can continue progressing to the scales after a further three (3) year period for each subsequent scale. All progressions are subject to satisfactory performance.

Further Information

SIMS holds all database records for students at the University of Malta and the Junior College. The operations, business processes development, implementation, and support of the system are entrusted to SIMS Office within the Office of the Registrar with the support of the University’s IT Services who provide the system administration role. 

Key Responsibilities

This post involves a hybrid of administrative and technical responsibilities. The technical work involved is mainly related to the management of the SIMS database. The main responsibilities are the following:

  • Gathering and documenting business processes which require system task implementation; 
  • Be responsible for data maintenance of the areas in the system that may be assigned from time to time;
  • Developing training manuals and train SIMS users, as necessary;
  • Verifying system task functionality and assist in the UAT process;
  • Assisting system analysis and development;
  • Providing daily support to students/administrative staff/academic staff;
  • Extracting data into reports;
  • Troubleshooting technical issues to ensure data security and integrity;
  • Continuously seek improvements in business and system processes; and
  • Any other duty in accordance with the exigencies of the SIMS Office

The appointee is expected to work:

On a full-time basis, and will not be allowed to engage in any other gainful employment without the permission of the Council; and
At such places and during such hours as may be determined by the University authorities.

The Selection Procedures

 The Selection Process

In accordance with the guidelines, members of the Selection Board will establish the following selection criteria for the selection process:

  • Relevant academic qualifications
  • Relevant work experience
  • Aptitude and suitability
  • Performance in interview

The appointment will be subject to a probationary period of six months and to the provisions of the Statutes, Regulations and Bye-Laws of the University which are now or which may hereafter be in force.
