Title: Maltese parliamentary procedure : a time for review?

Abstract: The thesis considers the current procedure used in the House of Representatives in Malta. The officeholders present in the House are discussed. The Standing Orders and relevant Rulings delivered by the Speaker of the House of Representatives are analysed. Specific provisions are discussed, analysed, and proposals are made, where considered necessary. The procedure of other jurisdictions is explored and compared to the Maltese Parliamentary Procedure. Through the analysis of the domestic procedure and that of other jurisdictions shortcomings are identified, and recommendations are suggested, with the aim of updating the current procedure to reflect the realities of the day.
