Authors: Pyra, Mariusz; Siedlecka, Agnieszka
Abstract: PURPOSE: The specificity of defining and describing the efficiency of higher education
institutions and the related difficulties arise from the fact that the purpose of such an
educational institution is perceived in various ways. Over the last years, there have been
several significant reforms of higher education, including vocational education, which have
led to a revision of the way in which universities are perceived. What remains unchanged is
that the primary task of public vocational universities is to educate specialists for various
fields of economy. The effective implementation of this very important function and many
others makes it necessary to constantly reflect on the functioning of universities. In terms of
the efficiency of these units, analytical, research, comparative, and other activities may lead
to valuable conclusions, which in the long run have a chance to improve the position of
public vocational universities in the competitive market of educational services.; DESIGN/METHODOLOGY/APPROACH: The aim of this article is to present a simulation of a
merger of a state higher vocational school on the example of ABNS in Biała Podlaska with
three selected schools from the public vocational school sector and three selected academic
universities from Poland. The simulation was based on the research material and
conclusions from the research project entitled. "Forecasting changes in the efficiency of
selected PWSZs as a result of university consolidation in the context of the ranking of PWSZs
in Poland", which was conducted in 2020 – 2021.; FINDINGS: The results of the simulation made it possible to evaluate the efficiency of the
university in Biala Podlaska after merging with selected higher education institutions. This
provided basis for inferring benefits in the area of efficiency for ABNS in Biala Podlaska, in
the context of the analysed potential strategic alliances with selected educational units.; PRACTICAL IMPLICATIONS: This made it possible to verify the following hypothesis: A greater
benefit in terms of increased operational efficiency will be achieved by ABNS in Biala
Podlaska if it merges with an entity from the public vocational university sector than from
the academic university sector.; ORIGINALITY/VALUE: The analyses conducted illustrate the potential of a new approach to the
higher education system.

Title: Selected aspects of hospital financing during the 1st and 2nd waves of the COVID-19 pandemic
Authors: Stych, Marek
Abstract: PURPOSE: The aim of this scientific study is to analyze selected rules governing the financing
of hospitals. The studied period is the first and second waves of the COVID-19 pandemic.
The aforementioned pandemic waves posed new challenges for hospitals in respect to patient
treatment, which had to entail changes in the financing of such medical entities. The author
discusses the financing of health services, costs generated by "hospital beds", and the costs
of protection and treatment of the patients infected with Sars-CoV-2. One of the changes that
has affected the whole system was the introduction of the "Medical Fund".; METHODOLOGY: The article uses the following research methods: historical and legal –
selected legal acts and communications issued by public administration bodies such as the
Minister of Health and the President of the National Health Fund were analyzed, including
their effect on public health institutions during the first two waves; dogmatic and legal – a
systemic and linguistic interpretation of legal acts, reports and information found on
websites was carried out.; RESULTS: The research results allow for putting forward de lege ferenda conclusions which
might be helpful if new epidemiological threats emerge in the future. To be more precise, it
will be possible for public authorities to better prepare for crisis situations and ensure stable
financing of hospitals.; PRACTICAL IMPLICATIONS: The solutions regarding the financing of health services provided by
hospitals adopted during the first wave of the COVID-19 pandemic exerted an influence on
the evolution of financing medical services during the subsequent waves.; ORIGINALITY: The article is original in its approach to the problem of financing hospitals
taking into account the level of COVID protection. Determination of the importance of
allocating funds to hospitals during the pandemic waves is an attempt to determine
measurable effects for COVID-19 patients and patients not infected with the coronavirus.
The article may provide an impetus for an international discussion on the principles
governing the financing of medical entities such as hospitals in individual countries.

Title: Does Gen Z question the wisdom of returning to the office? Results of the research conducted during the COVID-19 pandemic on the youngest generation of employees
Authors: Chomątowska, Barbara; Janiak-Rejno, Iwona
Abstract: PURPOSE: The main goal of the article is to identify premises influencing the decisions of
young employees regarding the choice of the form of work organization after their
experience of remote work in an uncertain time of SARS-CoV-2.; DESIGN/METHODOLOGY/APPROACH: The authors conducted a diagnostic survey with a survey
questionnaire. The questionnaire was carried out using the CAWI method. It was filled in by
310 respondents who represent Generation Z, are professionally active and worked remotely
during the pandemic.; FINDINGS: The surveyed employees - representatives of Generation Z, adapted very well to
the conditions of remote work during the COVID-19 pandemic. As a result of this form of
work organization, they have different experiences, both positive and negative. However,
they do not allow for an unequivocal answer to the question: Are the young question
returning to the office? For many, remote work will remain an attractive and the most
desirable solution. In their opinion, companies offering it to employees will be more
competitive than other organizations. The representatives of Gen Z are also aware of some
benefits that can be brought by working at the company's premises, especially when they are
just starting their professional careers. Considering the above opinions of Gen Z employees,
many companies decide to use indirect solutions - a hybrid work organization, combining the
advantages of remote and stationary work.; ORIGINALITY/VALUE: Leaders today are facing an unprecedented, challenging situation: how to
understand, lead, manage, and motivate Generation Z working remotely. The research
results shall contribute to the debate on what young employees (Gen Z) expect, need, and
want in a remote work environment. The research based-understanding of these is a pivotal
step to leading them effectively and making appropriate and satisfactory choices for all
interested parties regarding current and future forms of work organization.
