    <summary type="text">Title: Report by the Auditor General : Public Accounts 2013
Abstract: This Report summarises the conclusions reached following our Financial and Compliance audits. We sought to spread our reviews across Government Ministries and Departments or across Government-wide activities in accordance with the NAO Annual Audit Programme drawn up from year to year. We have attempted to make this Report as user friendly as possible and have tried to adopt common language, although this was not always possible due to the technicality of some of the issues raised. This Report is presented by ministerial portfolios as featuring in the Government of Malta Financial Estimates 2013, each containing either the Ministry itself, or one or more Departments or Entities which were the subject of our review.

    <summary type="text">Title: An investigation into the issuance of encroachment permits between December 2012 and March 2013
Abstract: In a letter dated 30 November 2013, two Government Members on the parliamentary&#xD;
Public Accounts Committee (PAC) requested the Committee to investigate the manner&#xD;
in which encroachment permits were issued between December 2012 and March&#xD;
2013. According to media coverage cited in the letter, 100 encroachment permits were&#xD;
issued during the last two months of the previous administration, when Government&#xD;
usually issued 150 permits on an annual basis. This request was subsequently referred&#xD;
to the Auditor General on 25 August 2014, wherein the National Audit Office (NAO)&#xD;
was requested to investigate the encroachment permits issued during the period&#xD;
immediately preceding the 2013 general election.
