Authors: Shpilina, Tatyana Mikhailovna; Kryukova, Elena Mihajlovna; Vasiutina, Ekaterina Sergeevna; Solodukha, Pyotr Viktorovich; Shcheglova, Olga Gennadyevna
Abstract: Based on the inter-country analysis, the article proves that informal employment in countries that are members of SCO is the adaptation of the population to social and economic, and institutional conditions formed in the region. Russia has the greatest losses from a wide spread of informal labor practices as a result of considerable losses of centralized funds, monetary funds, decrease in the professional qualification of employees, and understatement of salary rates.
The latter is the consequence of the mass inflow of labor migrants from Central Asia to the sectors with a wide involvement of employees under informal employment conditions. The authors have determined that for the excess labor resources of the Central Asian region, Russia and SCO as a whole were tools of regulating the labor market and internal political situation. In China the wide spread of informal labor relations is stipulated by the increase in the availability of already cheap multi-million labor resources that for several decades have been making up the main factor of the economic growth of the country.
According to the forecasts of the article authors, in the medium term the PRC’s government is not going to solve the problem on informal employment in spite of the arising problems related to ageing of the population and the lack of the citizens’ pension provision system.

Authors: Maslennikov, Valery Vladimirovich; Kalinina, Irina Anatolyevna; Ekimova, Kseniya Valeryevna; Kornilova, Irina Mikhailovna; Samokhina, Ekaterina Aleksandrovna
Abstract: Background: The relevance of the study stems from the necessity to inform people about the work of the employment centers regarding the implementation of an effective state policy on the labor market. Thus, the article aims to identify the most and least popular public services provided by employment centers. This method of research on public awareness can be applied to study other public services in any city or region.
Methodology: The basic approach used in the following study involved polling people on the streets of Moscow, the method of comparative and correlation analysis and statistical data analysis. Respondents were selected according to the requirements of the study, which enabled a detailed consideration of the awareness of people in Moscow regarding the public services provided by employment centers/local branches, as well as people’s opinion on the quality of services provided by employment centers/local branches people applied to. Choice of the region – the city of Moscow – was made due to the highest concentration of people from different social strata, as well as representatives of different cultures. Findings: The paper presents the findings of the comprehensive study conducted during 2016 that allowed distinguishing three levels of demand for public services:
- Level 1 including the most popular public service – “Assistance in job search”;
- Level 2 which embraces services providing information on the labor market;
- Level 3 covering public services that make it easier for people to find work.
Little demand for public services “Vocational training of the unemployed” and “Career advice” prevents increasing the labor mobility in the times of crisis.
The material of the article can be used in developing measures to improve the availability of information on job offers and the variety of services, as well as when preparing documents for the study of public awareness on operation of various government agencies.

Title: Impact of globalization on innovation project risks estimation
Authors: Nikolova, Liudmila Vasilevna; Rodionov, Dmitriy Grigorievich; Afanasyeva, Natalya Vladimirovna
Abstract: The impact of globalization on macro-economic processes is undisputable. However, it has an indirect impact on macro-economic processes, too. The current stage of the globalization development differs from the previous ones by the increased role and independence in managing innovative processes. It requires changes in approaches and methods of estimating the innovation project risks. The existing methods and ways to estimate risks of an innovation project do not allow defining the impact of globalization on its efficiency.
That is why there is a need to develop new approaches and methods that take into account the state of the market, and to apply new financial instruments and strategies. The work researches the impact of globalization on estimating risks of the innovation project. For this purpose the selection of a regulation type – an integrated corporate structure (ICS) to solve international problems, terms and conditions of forming it and stable functioning model were stipulated.
The research novelty is related to the stipulation of the hypothetic model of ICS and innovation project in the form of the system formed by using three interdependent systems: ICS system, risks system, and system of conditionally defined stages of implementation. It allowed revealing the impact of globalization on the estimation of the innovation project risks. The aggregate of these systems is a model of globalization (ICS) and the real innovation project.
In order to solve this task, we used the system approach to analyzing and estimating processes, the factorial analysis of many-stage processes, decision-making techniques, and the S. Pontriagin’s analytical method. The research resulted in forming the model to estimate the ICS impact on risks of the innovation project.

Authors: Manuylenko, Viktoriya Valeryevna; Kabardokova, Lubov Anatolevna; Loktionova, Marina Aleksandrovna; Sobchenko, Natalia Vladimirovna; Sadovskaya, Tatyana Andreyevna
Abstract: The study substantiates the need to develop a model for determining a strategic targeted structure of financial resources in limited liability companies (LLCs) based on Monte Carlo extrapolation and stochastic modeling methods, applying the author’s software that is used to establishing strategic indicators of absolute value for the company’s own financial resources and a modified ratio financial independence, which is a distinctive feature of the risk-oriented predictions, determination of the optimal interval boundaries in accordance with the phases of the economic cycle.
The figure and tables will serve as a basis for development of methodological tools for stress testing of the financial resource base of the LLC via creation of alternative scenarios at various stages of the business cycle, as well as the improvement of forecasting tools, business planning, risk-based regulation of financial resources in the management system, that will provide in perspective sufficient financial stability for LLCs.
Validation of the technique was carried out in the frame of financial management system of the companies: "OPT-TORG", LLC; "Russkaya Mobile Machinery Station", LLC; "Poultry Processing Plant", LLC; "Wines of Prikumye, 2000", LLC.
