    <summary type="text">Title: The challenge of enlargement : commission opinion on Malta's application for membership
Abstract: In the report on enlargement presented to the European Council in Lisbon,&#xD;
which is annexed to the conclusions of the Presidency, the Commission&#xD;
observes that:&#xD;
'In the case of Malta and Cyprus, the adoption of the Community's acquis&#xD;
would appear to pose no insuperable problems. However, both are very small&#xD;
States, and the question of their participation in the Community institutions&#xD;
would have to be resolved in an appropriate manner in accession negotiations.&#xD;
The Commission will address this question in its opinions on these countries'&#xD;
applications.' The analysis in Part One of this document covers the points raised in the&#xD;
Commission report of 24 June 1992 and in the Maltese Government's memorandum, paying particular attention to the main questions posed by Malta's application
