Abstract: According to continental Europe's general theory of public law,&#xD;
sovereignty, land and people were, and still are, the three "constituent&#xD;
elements of the State". This theory was partly built upon, and can be&#xD;
harmonised with the dualistic theory of international law, which considers&#xD;
the State as the only subject of the international community and its laws&#xD;
as the supreme and exclusive expression of a sovereign power to grant&#xD;
rights to aliens who reside on its land.&#xD;
Nevertheless, it is also certain that the legal status of citizenship was&#xD;
born during the French Revolution, and has been considered an obvious&#xD;
issue of constitutional provision since then.&#xD;
This is why, in continental Europe countries, the historical roots of the&#xD;
concept of citizenship are so ambiguous. From one side, this concept is&#xD;
linked with a theory of public law whose main task was to affirm the&#xD;
sovereignty of the State. From the other side, it is linked with a political&#xD;
and constitutional promise of freedom and equality. [excerpt]</description>

Abstract: Among the economists and in the business community of the Western&#xD;
countries a new area of economics is now gaining momentum: ethics&#xD;
economics. It seems appropriate to consider the ethic point of view of&#xD;
economic matters, not only in market economy, but also in public economy&#xD;
and in economic policy; not only in national economic issues but also in&#xD;
international economics.&#xD;
The ethic point of view of economics is now gradually and increasingly&#xD;
entering the World Bank philosophy of adjustment and growth. I believe&#xD;
that it should also increasingly enter in the view of the European Union&#xD;
as for the relation between the developed countries belonging to EU of&#xD;
Europe and the less developed which belong to the surrounding area: as&#xD;
the Mediterranean countries, which from Slovenia to Turkey, to Malta, to&#xD;
Cyprus, to the African side of the Mediterranean sea and to the Middle&#xD;
East countries are partners of the "Mediterranean projects" together with&#xD;
the four EU countries overlooking on this sea (Spain, France, Italy,&#xD;

Abstract: One of the most important functions of the Human Rights Committee,&#xD;
established under the International Covenant on Civil and Political&#xD;
Rights (henceforth: the Committee), which was adopted on 16 December&#xD;
1966 and entered into force on 23 March 1976, was determined by the&#xD;
Optional Protocol to the same Covenant (same dates of adoption and entry&#xD;
into force).&#xD;
The Optional Protocol provides for the competence of the Committee&#xD;
to consider communications from private individuals claiming to be victims&#xD;
of violations of the rights and freedoms recognised in the Covenant by a&#xD;
State party to the Optional Protocol. In recent years this function of the &#xD;
Committee has become more and more important, which can be judged&#xD;
by the increasing number of ratifications of or adhesions to the Optional&#xD;
Protocol, the almost exponential growth of the number of communications&#xD;
(complaints) received and registered, and consequently, by the amount of&#xD;
time the Committee has had to devote to the consideration of the&#xD;
communications, which is visible from the data provided in regular annual&#xD;
reports of the Committee to the UN Economic and Social Council and&#xD;
