Abstract: This special edition of the Mediterranean Journal of Human Rights&#xD;
is dedicated to a selection of the dissertations produced by&#xD;
students who successfully completed the Mediterranean Master's&#xD;
course in Human Rights and Democratisation in November 2002.&#xD;
The Mediterranean Master's is one of the regional human rights&#xD;
programmes funded by the European Commission and is mainly&#xD;
intended for nationals from MEDA countries, although lately a few&#xD;
students from other regions have also followed the course. In the three&#xD;
years it has been in existence the cpurse has produced over 100 graduates&#xD;
and has gained a reputation in all the Euro-Med region and beyond.&#xD;
This post-graduate course is co-ordinated by the University of Malta&#xD;
on behalf of a network of universities and human rights institutions,&#xD;
and receives the financial aid of the European Commission.</description>

Abstract: Until quite recently, the threat of nuclear war and the&#xD;
proliferation of heavy weapons dominated the global security&#xD;
debate. However, since the beginning of the 1990s, the small arms&#xD;
and light weapons discourse has displaced the nuclear debate as the&#xD;
greatest threat to global security on the international agenda. Thanks&#xD;
to the efforts of the Secretary-General of the United Nations (UN),&#xD;
Kofi Annan, the international community was reminded in 1998 of&#xD;
the impact of the proliferation of conventional weapons, especially&#xD;
small arms and light weapons. Hence, in a report on Africa to the&#xD;
Security Council in April 1998, Mr. Annan made several important&#xD;
recommendations to tackle the trade in small arms and light&#xD;
weapons, both legal and illicit.</description>

Abstract: Freedom from want, alongside with freedom from fear and the&#xD;
freedom for future generations to sustain their lives on earth&#xD;
are the three principal areas identified as needing particular&#xD;
attention from the world community at large in the Millennium&#xD;
Assembly. In his Millennium report, the Secretary-General of the&#xD;
United Nations (UN) Kofi Annan clearly underlined under Agenda&#xD;
item 49(b) the fact that while the eradication of poverty will become&#xD;
the most pressing challenge in the years to come, its elimination is&#xD;
the responsibility of everyone and not only of the leaders of those&#xD;
States which have a high proportion of poor within their populations.</description>
