Abstract: The global debate on environmental protection, energy&#xD;
problems and recent commitments undertaken at international&#xD;
seats, shows how environmental education and sustainable&#xD;
development represent a challenge today not delaying to&#xD;
empower all citizens to behave and adopt respectful life styles.&#xD;
The environmental priority, which is both local and global,&#xD;
should be taken by national and international society as a key to&#xD;
the overall scheduling policy and the governance of sustainable&#xD;
development globally. The so-called electromagnetic field has&#xD;
actually kept legal professionals very busy in recent years,&#xD;
partly because of the typical overlap of speculation of a politicalelectoral,&#xD;
employment, of more or less wild transmission&#xD;
sites. The opening to free competition sectors on networks&#xD;
and telecommunications services has produced a race to the&#xD;
construction of extensive and efficient infrastructure through&#xD;
which to provide the liberalized services. There has also been&#xD;
a flood at the administrative court of appeal in relation to&#xD;
minimizing regulations and authorization of the installation.&#xD;
In an integrated view of different aspects involved and organic&#xD;
protection from electromagnetic pollution, this work traces the&#xD;
major decisions of the Constitutional Court and Administrative&#xD;
Judge of the guidelines that have affected the current regulatory&#xD;
framework, introducing elements of clarity, particularly as&#xD;
regards the structure of functions between State and Regions.</description>

Abstract: The greatest challenge to European welfare systems during&#xD;
the XX century has been the globalization with the weakening&#xD;
of national institutions and local production systems and the&#xD;
new factors introduced by this competition. In the twenty.&#xD;
first century the challenge is represented by the possibility for&#xD;
European countries to integrate in a positive way in new forms&#xD;
of mesoregional cooperation generated by the awakening of&#xD;
the Asian (China, India, South East Asia, etc.) Latin America&#xD;
and Africa's communities. This new world raises the problem&#xD;
of the reorganization of European welfare systems with&#xD;
the transformation of the Welfare State in Welfare Society.&#xD;
Underlying this transformation is the need to develop a new&#xD;
plan for society that the author identifies the common good. A&#xD;
new project that requires the redefinition of the role of the state&#xD;
and communities to build stronger participatory processes,&#xD;
institutional decentralization, a greater mobilization of civil&#xD;
society at all levels, the redefinition of the common goods, according&#xD;
to new needs and strategies. The issue of the sustainability of the&#xD;
European socioeconomic systems is discussed by the author with&#xD;
focus on community life and to the role of social enterprises as the&#xD;
main cell of economic innovation.</description>
