Abstract: The bulk of the information in this document is not extracted from any comprehensive literature as it does not appear in the official EC documents which the European Documentation Centre receives, but is the result of piecemeal putting together of written material (produced by the relevant _Directorates Generales of the Commission and the programme committees) and to a large extent oral information, obtained through fieldwork and interviews. Special thanks go therefore to all the people who have repeatedly taken time to talk to me and who stood my inquisitive questions: Agnes Borg of the Malta EU-Delegation, Tarcisio Zammit of the EU Directorate of the Ministry of Foreign Affairs, Leslie Agius of the University's International Office, Dorothy Calleja, Bernard Agius and Catherine Saliba of the Malta Export Trade Corporation (METCO), and a number of academics of Malta University who are involved in MedCampus projects, and others. I am particularly grateful to Tarcisio Zammit whose careful scrutiny of the final draft was very helpful. In a European Union, which originated as an economic community where employment is the backbone of the Member States' economies fighting unemployment is a task of paramount importance. The importance of job creation is seen in the fact that it is immediately laid down at the beginning of the Treaty in Article 2 and further accentuated by other provisions such as Articles 102a, 117 and 118. Abstract: Council Directive 97/81/EC of 15 December 19971 concerning the Framework Agreement on part-time work concluded by the Union of lndustrial and Employer's Confederations of Europe (UNICE), the European Centre of Enterprises with Public Participation (CEEP), and the European Trade Union Confederation (ETUC) lays down the latest developments in EU law regarding part-time work. This directive has as its legal basis Art.4(2) of the Agreement on Social Policy annexed to the Protocol (No. 14) on social policy, which is annexed to the Treaty establishing the European Community. Art.1 states that Member States have to bring their laws in line with this directive by 20.1.2000 with a possible extension of 1 more year. [excerpt]</description>
