Abstract: The purpose of the present work is to study the fractal properties of the London Metal Exchange (LME) returns time series. Special emphasis is given to the fundamental issue of detection, identification, and measurement of scaling behaviour of LME returns time series. A fractal approach through ARFIMA models is used to analyze the LME time series. The stable distribution has also been used in order to test the Fractal Market Hypothesis (FMH) in the case of LME market. It is demonstrated that LME returns data possess to some extent fractal properties. The findings are in line with the FMH.</description>

Abstract: The increased internationalized competition as well as the evolvement of the transport industry as a whole, has a significant effect on quality and safety management for the ports around the world and more specifically in Europe. Quality is a complex and subjective concept, incorporating at any given time the expressed and implied needs of all those involved. Over the last two decades, new security and safety risks have been introduced by the European Union for the ports in Europe. These include new safety and security regulations for environmental as well as for other important aspects of the port operations. This paper explores ideas involved in quality and safety EU policies through a qualitative review of the literature. The qualitative analysis aims at a. to investigate contemporary issues for quality and safety/security systems integration within European port industry and b. to provide evidence for the interrelation and integration of quality and safety/security standards. Furthermore, benefits and pitfalls of the different quality and safety approaches are discussed while further study directions are provided.</description>

Our days the democracy answers the need of different components of the society to express themselves in the means of respect towards equality. Democratic practices cannot be conceived outside the nation. The problem is if there exists the possibility for it to function on the supranational level. The reflections with respect to the multiculturalism and the new conceptions which is elaborated starting from the European construction, make actual the connection between nation and democracy.</description>

Abstract: This paper analyses the historical development of fisheries management systems within the framework of the Common Fisheries Policy (CFP): how resources are managed, how tasks are allocated by the Commission, and how quotas must be implemented. Early developments were based on the control of the fleet, aiming at the best compliance regarding catches by removing the overcapacity derived from the imbalance fleet/resources. The next developments focus on the allocation of national quotas and financial subsidies. Lastly, from the 2002 reform, the developments focus on managing the fishing effort according to the precautionary principle and the implementation of individual fishing rights. The document also deals with the different criteria implemented to strengthen this more and more open and competitive sector, with more liability for producers. Finally, the author places particular emphasis on how to establish the different positions related to decision-making processes all through the period from 1983 to 2009, mainly with regard to micromanagement and regionalisation of fisheries. These recommendations would mean a change of mentality in reference to the principles of the Common Fisheries Policy.</description>
