This decision was connected with the collection of tax which Grand Master Cotoner desired so much to impose in order to finance the construction of the new Cottonera fortifications around the harbour. The resulting crisis that erupted as a result provides insight into the method taxes were levied in Malta and the part played by Rome in determining and influencing local affairs.
