Abstract: PURPOSE: The article presents results of research investigating the issue of proposed&#xD;
changes and their influence on the functioning of the state’s organs and&#xD;
organizations dealing with crisis management in the light of government bill on civil&#xD;
protection and the state of natural disasters.; DESIGN/METHODOLOGY/APPROACH: Normative material analysis and applied dogma&#xD;
with the approach taking advantage of legal techniques used with a regard to&#xD;
interpretation and analysis of law has been applied in this research.; FINDINGS: In the course of research, it has been proved that published draft law&#xD;
includes a lot of significant legal concerns.; PRACTICAL IMPLICATIONS: It has been indicated that the draft law on civil protection&#xD;
and the state of natural disasters does not meet basic legislative standards, and&#xD;
some of the proposed solutions are not compatible with the Constitution of the&#xD;
Republic of Poland. All these issues prove the necessity to implement some&#xD;
supplementary and remedial actions.; ORIGINALITY/VALUE: Research actions allowed to indicate the aspects in the draft law&#xD;
on civil protection and the state of natural disasters, which need to be changed.</description>

      <title>Financial liquidity management during crisis</title>

Abstract: PURPOSE: The aim of the article is to verify a hypothesis stating that financial security of&#xD;
companies has been significantly violated in the scope of economic crisis caused by COVID19 pandemics. It has been assumed that traditional indicators of financial liquidity have&#xD;
declined and establishing the scale of the phenomenon constitutes a scientific problem.; DESIGN/METHODOLOGY/APPROACH: The research has been conducted as exemplified by a given&#xD;
sector: consumer goods and retail trade on the basis of data adapted from EMIS database.&#xD;
The research has regarded years 2018-2021. Statistical characteristics of two features have&#xD;
been used: current ratio indicator and quick ratio indicator, determining the location,&#xD;
spread, asymmetry and flattening characteristics. The analysis constructed in such a&#xD;
multidimension way was to enable a proper verification of the hypothesis stated.; FINDINGS: The results of the research has not verified the research hypothesis positively: the&#xD;
companies of a given sector had not compounded, and even improved their financial security&#xD;
measured with the use of traditional liquidity indicators.; PRACTICAL IMPLICATIONS: The conducted research regarding the liquidity management in&#xD;
companies in a extraordinary time od crisis emphasizes the multifaceted nature and&#xD;
complexity of issues connected with financial security; simultaneously discussing the&#xD;
statement that the entrepreneurs’ concern over the extending period of uncertainty, lead&#xD;
them to a certain mobilization to secure from lack of liquidity and forced more awareness in&#xD;
the topic of liquidity.; ORIGINALITY/VALUE: In the process of data analysis certain characteristic features were&#xD;
observed: the average indicators in the sector are much higher than middle indicators which&#xD;
indicates the need to have a closer look at average data. In a researched sector most of the&#xD;
enterprises does not achieve the results suggested for liquidity indicators.</description>

      <title>Partnership and collaborative contracting in the procurement of public construction works projects in the EU and in Poland</title>

Abstract: PURPOSE: The purpose of the paper is to present some findings as to the promotion and&#xD;
inclusion in the EU and Polish public procurement laws applicable to the delivery of large&#xD;
public construction works and infrastructural projects, approaches and solutions proposed&#xD;
by concepts of public-private partnership (PPP) and collaborative contracting (CC).; DESIGN/METHODOLOGY/APPROACH: Institutional approach. Basic research questions are: (1)&#xD;
how and to what extent the key approaches and solutions proposed by the partnership and&#xD;
collaborative contracting concepts are promoted and reflected in the EU and Polish public&#xD;
procurement law, (2) how the performance of public procurement systems in the EU Member&#xD;
States is currently measured and if it takes into account the promotion of partnership and&#xD;
collaborative contracting criteria.; FINDINGS: Regulatory approaches and solutions proposed by the partnership and&#xD;
collaborative contracting concepts are to a considerable extent promoted and reflected in&#xD;
the EU and Polish public procurement law, however without compromising other important&#xD;
principles and criteria, such as promotion of fair competition or value for money. Single&#xD;
Market Scoreboard measures the performance of public procurement systems using the&#xD;
limited number of formal evaluation criteria and indicators important in the contract&#xD;
formation phase.; PRACTICAL IMPLICATIONS: Promoting partnership and collaborative contracting in public&#xD;
procurement of construction works and infrastructure projects should not compromise fair&#xD;
competition and material criteria of value for money. Further studies are needed on the&#xD;
conditions of effectiveness of partnership and collaborative contracting in the construction&#xD;
works and infrastructure projects.; ORIGINALITY/VALUE: The article points to important problem of the poor performance of large&#xD;
public works and infrastructure projects and selected, potential institutional remedies to that&#xD;
problem, applicable at the project’ procurement stage.</description>

Abstract: PURPOSE: Modern management has fallen into a serious crisis. There are two main reasons&#xD;
for such a state of affairs, lack of historical awareness connected with the origins of&#xD;
management and lack of knowledge and insufficient educational level of the contemporary&#xD;
managerial staff, shaped by wrongly understood, so called practical abilities and deprived of&#xD;
the access to knowledge. They were subjected to mass education of the working force instead&#xD;
of being taught to think as an attribute of educated people. The purpose of this article is to&#xD;
indicate the main reason of the management crisis.; DESIGN/METHODOLOGY/APPROACH: Three scientific methods have been adapted. 1.&#xD;
Observation: passive and transparent. 2. Interviews: narrative, due to which there was a&#xD;
possibility to obtain a report connected with a researched aspect. The report, not being a&#xD;
sum of questionnaire answers, constituted a condition of a spontaneous respondent’s&#xD;
narration, not disrupted by a research intervention; IDI (Individual In-depth Interview)&#xD;
individual conversations with respondents. 3. Literature review.; FINDINGS: The results of the conducted (initiative) research, without a shadow of a doubt&#xD;
shows that people holding managerial positions aged up to 50 years old, lack general&#xD;
knowledge, psychology but most of all real solid education. Why? Because it has been&#xD;
replaced by mock education. It is therefore obvious that lack of education, insufficient&#xD;
education, lack of general and psychological knowledge do not allow for proper and&#xD;
effective participation in the role called management. What is especially apparent: such a&#xD;
reality diagnosis has been stated by 57 respondents who graduated from higher education&#xD;
schools based on Bologna Process.; PRACTICAL IMPLICATIONS: The results of the research can be used in a simple and at the same&#xD;
time difficult way – come back to real, solid education model, also with respect to the future&#xD;
managerial staff. Those who already manage, should be able to gain proper general and&#xD;
psychological knowledge and managerial knowledge instead of empty words or information&#xD;
from inexperienced people. Both groups should be given education instead of appearances of&#xD;
education.; ORIGINALITY/VALUE: The originality of the research and its value is based on showing a&#xD;
specific reason instead of the one that is comfortable or accepted as proper or welcome.</description>
