As that Bill amended the Constitution, at least a two-thirds majority vote was required. The Opposition abstained from participating in the vote, in solidarity with more than 30 NGOs objecting that the bill to establish such commission was going to be rushed through the House, without giving them any opportunity for public consultation and presenting their views thereupon to government.
