Suffragia versus pecunia

Title: Suffragia versus pecunia
Authors: Reita, Francesco; Spagano, Salvo
Abstract: In this paper, we show that the principle of equality, whereby individual votes are all equal, is not compatible with a private financing mechanism of parties. Consequently, neither a democratic country should adopt it, nor a country that adopts it, should base its democracy on that equality.

Title: Human rights in traditional African society : examining the right of the physically challenged in Nigerian perspective
Authors: Sunday, Oyelade Olutunji; Babafemi, Odunsi Sylvester
Abstract: Human Rights are absolutely necessary for the adequate development of the human personality and for human happiness. A human right is a moral right held unconditionally and unalterably by all and only human beings. In claiming these human rights, everyone also accepts the responsibility not to infringe on the rights of others and to support those whose rights are being abused or denied. Traditional Africa had and practiced human rights but still left much to be desired in relation to persons with disabilities who are often excluded from mainstream of the society and denied their human rights. This paper examines the plight of the deformed, disabled or physically challenged as they are now referred to, and the socially disabled under traditional African society vis-a-vis their rights against discrimination using the Nigerian society as our case study.

Title: Protection of cultural property and environment during armed conflict under international humanitarian law
Authors: Priyadarshi, Vaibhav
Abstract: The introductory part deals with the personality of an individual which relies heavily on culture and environment, then it mentions about the armed conflicts which ruin the culture and environment to a large extent; it also discusses the importance of these two elements that have also been realized by the oldest civilizations of the world and their customs and traditions being followed at that time for their protection. The second and third parts; deal with Protection of Cultural Property and Environment whilst referring to all the treaties, conventions, customary rules and statutes for the protection of these two elements. This paper also discusses the Iraq conflict, recent attack of Israel at Gaza in Philistine and Vietnam War, to make out how far the laws have been effective and to what extent they are being implemented or followed or is there any lacunae in the protection of Cultural Property and Environment which is the main focus of this article. The last part deals with the conclusion and suggests how things can be improved.

Authors: Petralia, Diletta
Abstract: This article explores opportunities and challenges facing media producers, politicians, and citizens pointing out the two main freedoms: <<Freedom of Expression» and «Freedom of Information». The purpose is to propose further cooperation in the information and communication fields in order to involve the citizens more, in a true, simple, clear and permanent dialogue so that people can become politically expressive without being substantively engaged. This study . focuses on a method which is based on the «White Book on a European Policy of Communication», adopted by the European Institutions. At the end, we will be able to draw some conclusions by the way of examining how the information and communication technologies have changed the social, civil and political aspects of our world.
