      <description>Title: Euro banknote recycling
Abstract: This paper seeks to inform the Central Bank’s future policy initiatives in relation to the regulation of banknote recycling and to initiate discussion and collect the views of stakeholders in light of the Central Bank of Malta’s implementation of the Eurosystem Banknote Recycling Framework, which the Bank is bound to bring into force by 1 January&#xD;
2009 with a transitional period for compliance ending before 1 January 2010. It seeks to clearly explain the proposed changes to operational methods and standards relating to euro banknote fitness sorting and authentication with a view to correctly understanding the implications&#xD;
of the proposed legislation for operators in the market.</description>

November 2009, and inform the Central Bank’s future policy initiatives in relation to retail&#xD;
payment services. It seeks to clearly identify the legislative options open to the Maltese legislator&#xD;
with a view to correctly understanding the operational implications of the options and selecting the&#xD;
regime most favourable to the Maltese economy in light of the new realities to be created by a&#xD;
Single Payments Market (SPM).</description>

Abstract: Malta joined the euro area on 1 January 2008.&#xD;
It did so under a new framework that is&#xD;
substantially different from that used by the&#xD;
countries that joined before it,3 as they adopted&#xD;
the euro legally first, and in cash form only after&#xD;
a transitional period.&#xD;
When Malta joined the European Union on 1&#xD;
May 2004, by the same act it also joined the&#xD;
Economic and Monetary Union (EMU) as a&#xD;
member of EMU with a derogation. Becoming&#xD;
a full member of the single currency area may&#xD;
be summed up legally as the removal of this&#xD;
derogation. In fact, by means of the Treaty of&#xD;
Accession, Malta undertook to converge with&#xD;
the Maastricht criteria and EMU acquis to&#xD;
achieve full EMU membership and the adoption&#xD;
of the euro – thus implying the removal of that&#xD;
derogation.</description>
