Abstract: The object of the Act is to consolidate the Conditions of&#xD;
Employment Regulations Act and the Industrial Relations Act&#xD;
and amending the same in order to introduce family friendly&#xD;
measures in the working place, eliminate discrimination, introduce&#xD;
gender mainstreaming policies, increase the protection of workers&#xD;
on fixed term contracts and part-time contracts, provide protection&#xD;
to workers in cases of collective redundancies and transfers of&#xD;
business, provide for the setting up of a Guarantee Fund for workers&#xD;
of insolvent employers and generally to improve the conditions of&#xD;
work at the workplace and to update the industrial relations&#xD;
legislation including the provision of a dispute resolution&#xD;
machinery for workers providing essential services and including&#xD;
a wider jurisdiction for the Industrial Tribunal.

Abstract: The WPDC is a labour-oriented research, education, information&#xD;
and consultancy centre operating at the University of Malta since&#xD;
1981. It contributes to the development of the knowledge, skills,&#xD;
competences and ancillary resources which enable workers to&#xD;
operate as equal and empowered partners in working relationships&#xD;
and environments. Such 'worker development' in turn generates a&#xD;
more cooperative labour-management scenario, resulting in net&#xD;
gains in the quality of working lives of all those concerned.</description>

Abstract: It is both a pleasure and a privilege for&#xD;
me to write a Foreword to this book about&#xD;
Evolving Industrial Relations in Malta. Not&#xD;
only because I happen to occupy the 'hot&#xD;
seat' of the Director, Department of&#xD;
Employment &amp; Industrial Relations&#xD;
within the public sector - and therefore,&#xD;
automatically, serving as Registrar of&#xD;
Trade Unions. I am also aware that the&#xD;
earlier authoritative local text on this&#xD;
subject was written by a former civil servant In this same&#xD;
department (then titled Department of Labour). Furthermore, I&#xD;
welcome initiatives between my Department and the WPDC, to&#xD;
our mutual benefit. Supporting this valid publication is one such&#xD;
opportunity.</description>
