Sir Thomas Maitland sar l-ewwel Gvernatur Ingliż u mexxa b’id soda, speċjalment meta faqqgħet il-marda qerrieda tal-pesta f’Marzu tal-1813. Il-marda daħlet f’Malta permezz ta’ xini infettat minħabba li s-sistema tal-kwarantina ma baqgħetx stretta bħal fi żmien il-Kavallieri. Din il-marda, li kienet tiġi mill-briegħed tal-ġrieden, kienet tikkawża deni qawwi, nefħiet suwed mal-ġisem, u mewt fi żmien ġimgħa.Biex iwaqqaf it-tixrid, Maitland qasam il-Belt f’distretti separati u ordna li ħadd ma joħroġ mill-irħula tiegħu, filwaqt li l-Isqof iddikjara li dawk li ma jobdux l-ordnijiet kienu qed jagħmlu dnub mejjet. Għalkemm il-pesta qatlet madwar 5,000 ruħ f’sena u ftit xhur, ħadd mill-popolazzjoni tal-Isla ma miet b’din il-marda. Il-poplu Senglean u l-Kapitlu kienu għamlu wegħda lil Marija Bambina, lir-Redentur, u lil Santu Rokku li jekk jinħelsu, jagħmlu tliet purċissjonijiet fis-sena u jibnu statwa lill-Madonna. B'riżultat ta' dan, twaqqfet l-istatwa tal-"Madonna tan-nofs" fi Triq il-Vitorja u bdew isiru purċissjonijiet devozzjonali li ħafna minnhom għadhom isiru sal-lum.
