Abstract: The notion “development of intellectual labor for the purpose of economy’s security” is viewed as development of society’s intellectual potential that includes the protected socio-economic information, developed by a person or a group of persons. The social factors that reduce economic security and their consequences in economy are given, namely: negative dynamics of implementing new progressive technologies into production, insufficient coordination of work in the sphere of innovational development, etc. The forms of intellectual development of human resources (intellectual development of personality, control over intellectual information) are offered, which bring the country’s economy to competitiveness and security. The traditional and innovational methods of intellectual labor development are studied (studying in universities and colleges, increase of personnel’s qualification in view of academic degrees (Ph.D., doctor of economics), as well as receipt of economic information through Internet resources, scientific publication, statistical information, etc.), as well as the methods of development of IT services and methods of prevention of intellectual diversions and violation of information confidentiality. Abstract: The purpose of the article is to develop new criteria and priorities of evaluating the economic effectiveness of the state purchases system in modern Russia. The methodology of the work consists of the general scientific methods (induction, deduction, formalization, synthesis, etc.) and specific methods of the economic theory. The authors conduct the problem analysis of the methodology of evaluation of economic effectiveness of the state purchases system which is applied in modern Russia and analyze the causal connections of its application in practice, as well as conduct the comparative analysis of this methodology and the specially developed proprietary method that allows eliminating the determined problems of the existing methodology. The authors conduct the criterial evaluation of economic effectiveness of the state purchases system in Russia with the specially developed method and conclude that the effectiveness of the state purchases system in modern Russia is high due to a large per cent of economy of budget assets, domination of orders for domestic products within the import substitution policy, stimulation of economic growth, and increase of the society’s well-being. Abstract: The purpose of the work is to study the possibilities and priorities of cluster development of innovational entrepreneurship in the conditions of innovational economy development by the example of modern Russia. Information and analytical basis of the research include the materials of the INSEAD on the Global innovational index from 2011 to 2016 гг. The authors also used the Global Competitiveness Report from 2008-2008 to 2016-2017, presented at the annual World Economic Forum, which contains information on the state of cluster development. To substantiate the offered scientific hypothesis, the authors determine the presence and level of dependence of cluster development of entrepreneurship on the level of Russia’s economy innovativeness with the help of the method of regression and correlation analysis. Because of the research, the authors conclude that an important place among the market tools of stimulation of development of innovational entrepreneurship in Russia should belong to clustering, as it provides expansion of the resource base and quick diffusion of innovations, which is very important for development of innovational entrepreneurship.
