Poland : social policy - its results and goals

Title: Poland : social policy - its results and goals
Abstract: The responsibility of the politicians dealing with social issues and their
awareness depends on the answer to the question: What is the real role of
social policy and its real impact on the formation of a given society? Social
politicians are sometimes observed to tend to attribute greater importance
to their function than others do.
When analyzing Polish society over the last decades and its evolution in
the sphere of the so-called social order, we can reach the conclusion that
social policy is like the weather: it can be either bad or good, but it is always
there. In other words, absence of social policy is also a kind of social policy.
The situation in Poland provides many examples which, given without a
deeper explanation, may not seem clear enough. An instance of such lack
of policy can be seen in the living conditions of the rural population,
conditions which are civilizationally and culturally different from the town.
This very difference results from the more or less purposeful social policy
towards the countryside.
My intention is to present certain social effects of our social policy so far,
as well as the assumptions of the social policy for the nearest future, namely
the period of crisis and the following years. For obvious reasons this
presentation will be extremely brief and synthetic.

USSR : main options of the national policy in the social sphere

Title: USSR : main options of the national policy in the social sphere
Abstract: In the Soviet Union these last years have been a time of revolutionary
renovation of all aspects of political. economic and social life - the stage when
practical implementation of the policy of Perestroika elaborated by the
Communist Party has started.
The fundamental social reorientation of the economy in order to accelerate
the increase of living standards is the main element of Perestroika. The major
national economic proportions and, first of all, the structure of the national
income consumption are being changed to achieve the aim. About ten
milliard roubles will be allocated for the implementation of the programme
of centralized measures, mainly for the social aid to the population. It is three
times more than it had been planned before.

San Marino : development of social services since the Fifties

Title: San Marino : development of social services since the Fifties
Abstract: In this paper I will try to explain how at San Marino, the young couple, the
woman, the aged, the member of a family, are subjects - as citizens - of
specific social rights and how this is accomplished. Naturally it is practically
impossible to consider all the social rights; our aim is more that of grasping
the most significant and definite aspects and above all the 'social philosophy'
that inspires and characterizes them. We are here introducing the specific concept of 'family policy': this expression means all that the government carries out in relation to the family (and therefore not in relation to an indefinite citizen or to particular
categories of social subjects such as the aged, the handicapped and so on).
