Policy coherence and impact measurement for sustainable development : focus on policies impacting migrants in Malta

Title: Policy coherence and impact measurement for sustainable development : focus on policies impacting migrants in Malta
Abstract: The main notions underlying the Sustainable Development Goals (SDGs) laid out in the Agenda 2030 include:
leaving no one behind; ensuring equity and dignity for all; and achieving prosperity within Earth's safe and
restored operating space. The Goals therefore comprise elements of economic development, social inclusion
and sustainable environmental management, and the idea that these interconnected components cannot be
tackled separately. In view of this, there is an evident need of policy coherence for sustainable development
(PCSD), including at country level. In what follows, this study explores this concept from different aspects
with regard to the state of play in Malta.

Malta national report on migration, sustainability and development education

Title: Malta national report on migration, sustainability and development education
Abstract: Migration is a defining feature of this century and contributes to economic and social
development everywhere: indeed, it is key to achieving the Agenda 2030 for Sustainable
Development (Overseas Development Institute, 2017). One of the 10 targets set down by
Goal 10 of the Sustainable Development Goals (SDGs), which aims to “reduce inequality
within and among countries” is to “[f]acilitate orderly, safe, regular and responsible migration
and mobility of people, including through the implementation of planned and well-managed
migration policies”. Other goals relating to migration include Goal 4, which talks about student
mobility; and Goals 5, 8 and 16, which relate to trafficking in human beings. Finally, other
goals aim at ensuring equality for all in all areas of life, including rights to economic resources,
access to nutritious and sufficient food, access to health, education and decent work, as well
as access to adequate and affordable housing to all (International Organization for Migration
(IOM), 2018; Sustainable Development Knowledge Platform, 2018). However, the positive
correlations between migration and sustainable development, including decreased
unemployment and enriched human capital have “often been underestimated or
misunderstood” (UNITAR, 2012). [extract]

Malta fact sheet on social care & support services sector for persons with disabilities

Title: Malta fact sheet on social care & support services sector for persons with disabilities
Abstract: In Malta, early childhood intervention services are coordinated by the Child Development Assessment Unit (CDAU) in the Ministry for Health, which makes a comprehensive multidisciplinary assessment, after which an intervention plan is adopted. These services are available for children from 0 to 16 years with disabilities including autism, developmental difficulties, learning difficulties, ADHD, cerebral palsy, head injuries, Down syndrome and other syndromes. The plan is then implemented by the Ministry for Education and Employment (MEDE) and a small number of NGOs. MEDE provides support to children (0-5 years) with developmental disabilities or delays and their families. The services offered by the CDAU and MEDE are financed by the government.
The main providers of early intervention services specifically for children with autism spectrum and related disorders, are profit and not-for profit NGOs and private organisations, who also support children with behavioural and communication difficulties, ADHD, specific learning difficulties, sensormotor dysfunction and other disabilities. Their services include: therapy (including behavioural, occupational and speech therapy); psychological and psychoeducational services; information and assistance; communication skills support; socialisation support; motor development; and support to parents and siblings. These services are financed by a combination of means: the government, subsidised and unsubsidised user fees, public donations, private sponsorships and fundraising.
All these services are provided at the national level.
