Abstract: Gozo is a distinct island region with particular characteristics. Its&#xD;
smallness and peripherality create a number of specific advantages&#xD;
and disadvantages which will have to be considered when assessing&#xD;
the benefits or otherwise of Malta's possible accession to the E.U.&#xD;
The present volume contains a selection of papers originally&#xD;
presented during the seminar held at L-Imgarr Hotel on 28 January&#xD;
2000, on the theme "The Effects of E.U. Membership on the Island&#xD;
Region of Gozo". The seminar was organised by the Gozo Business&#xD;
Chamber and sponsored by the Ministry for Gozo and HSBC.&#xD;
The papers deal with a number of aspects on the overall theme,&#xD;
including the strengths and weaknesses, threats and opportunities,&#xD;
posed by the small economic size and the double insularity of Gozo.&#xD;
A theme that recurs in the discussion relates to the intense competitive environment within which Gozitan business would be expected to operate when and if Malta joins the European Union. The funding opportunities that Gozo could access as an island region, following Malta's accession to the E.U., is another common theme addressed in the papers.</description>

Abstract: Malta's relationship with the European Union has been high on&#xD;
the national agenda for well over a decade. There is widespread&#xD;
agreement on the island that continued national development,&#xD;
be it economic, political or social, can only occur in the context of a close&#xD;
association with the European Union.&#xD;
The Opposition considers that this association should take the form of a&#xD;
free trade area between Malta and the Union. My Government believes&#xD;
that Malta should be a member of the Union in its own right, and the&#xD;
electorate has given this administration the mandate to negotiate the best&#xD;
possible conditions under which this is to happen. Ultimately, as is fitting&#xD;
in a democracy such as ours, it will be the people who will take the final&#xD;
decision in a referendum which my Government is confident will lead to&#xD;
Malta's accession to the European Union in the near future.&#xD;
All countries are in a constant state of change, and all governments must&#xD;
constantly strive to drive that change in a positive direction: standards&#xD;
made ever higher, conditions for the business community and entrepreneurs&#xD;
actively improved, and opportunities for students and youth further&#xD;
expanded.</description>
