Abstract: This paper focuses on institutional care in Malta for children under 5 years and responds to the Commissioner for Children’s wish to include looked-after children as one of her main areas of action in the three year work plan which she presented to the Social Affairs Committee of Parliament following her appointment in 2006. Moreover, this analysis aims to present a picture of the current situation of residential care in Malta as well as provide a comprehensive review of the international literature on the effects of institutionalisation on children, aged under 5 years, in need of out-of-home care. (The outcome of this research will be) a number of recommendations on how the quality of life of such children may (can) be improved.
