Abstract: Mid-term between elections, the main political issues continued to centre on the state of the economy. For a number of years, Malta has experienced sluggish economic growth, and recently unemployment again became a central issue as the loss of jobs in traditional manufacturing was not always promptly matched by new investment in high technology and value-added products and services. The year 2006 saw a spate of new investments and promises of investment in areas such as information and communications technology, phar- maceuticals, and financial and other services, which suggested that the economy was at last turning round. However, tourism, a mainstay of Malta’s economy, generally experienced a worrying slump. It was mitigated only by the record number of cruise liners calling at Valletta, which fed optimism that the island might become a hub to the Mediterranean cruise trade. Under strong pressure from the tourism business, the Government eventually agreed to tackle the question of low-cost airlines, which for years had been excluded in order to protect the national airline, Air Malta. Agreement was reached with a number of airlines to operate on a limited number of routes. While the Government claimed credit for economic growth, which registered a modest 2.5 per cent, the opposition maintained that the claim was a mere facade and that 4 per cent growth was the minimum the country needed to begin serious recovery.
