Abstract: In this study, the author analyses the review mechanisms available to challenge administrative acts carried out at Local Government level and seeks to delve into the impact of such review systems on the development of the local government system. The author depicts the local government system as an important part of Maltese democracy, created to promote the principle of subsidiarity, thus bringing the Government closer to the citizens. Emphasis is placed on the soft law and hard law remedies and their direct effect on the Local Councils decision making, hence the author explores the Local Governance Board’s duties and powers, the Parliamentary Ombudsman role vis-à-vis local government, the Courts’ powers to review administrative acts with particular emphasis on judgments dealing with local government administrative acts, together with a snapshot of other available remedies. Having delved into the illustration of the review mechanisms available, the author finally takes stock of the present situation, the possible conundrums faced by the citizens whilst embarking on exercising their rights, and puts forward proposals which might facilitate the improvement of the current review mechanism and possibly lead to the development of the Maltese Local Government system.
