dc.description.abstractThe report echoes the guarded optimism characterising the conference. Many small and island states can boast of a creditable record of governance, innovation within their public services, as well as the experience that their political executives and civil servants have accumulated. The note of caution arises from international trade and aid regimes that are less responsive to the claims of small states and islands, from socio-political stresses resulting from economic and fiscal adjustment, as well as the inherently limited administrative capacity of such states.en_GB
