dc.description.abstractA number of initiatives over the past few years show a move by central authorities towards greater decentralisation to the school site. The latest initiatives involve all state primary and secondary schools being encouraged to develop draft school development plans. Such a move expresses the view that school improvement can be brought about by concentrating development efforts on the school, henceseeing the school as the major unit of change in the education system.en_GB
