Abstract: This highly informative book is another publication in the series “Educational Development in the Small States of the Commonwealth,” produced by the Commonwealth Secretariat. The Secretariat’s focus, to date, has been on the formal system of education, with little attention given, in this area, to the specific issues affecting, say, adult and nonformal education in small states. Furthermore, the Commonwealth’s substantial contribution in this area has, in a sense, accounted for one of the literature’s limitations in that it focuses mainly on the English-speaking world.
