Abstract: This qualitative study consists of a critical analysis which developed due to the proposed golf course at Xaghra l-Hamra. The study aimed to investigate the non-formal environmental education which resulted due to this proposed development. Various local newspapers (from around March 2005 up until May 2007) were consulted with the aim of identifying the main events of the issue and key persons involved. Through in-depth interviews, a detailed triangulated account of the events was developed. The pros and cons of community-based environmental education and the main reasons why this project was dropped and replaced by the Nature & History Park were investigated. The main conclusions from this research show that response to environmental issues in Malta is usually crisis-induced and the three concepts (economical, social and environmental) of sustainable development are not considered together in order to propose sustainable developments. In conclusion, the study provides guidelines for the setting up of community environmental education programmes and suggests considerations which should be taken into account when proposing a new development.
