Abstract: The Planning Authority is to decide on the proposed City Centre multi-use development at the former ITS site at St George’s Bay. The proposed development has been criticised for many reasons, one of them being that it is not compliant with the Floor Area Ratio (FAR) policy. The concept of FAR is to create spaces for pedestrians. This is achieved by allowing higher development over part of the site, while retaining other parts as public open space.
