Abstract: During the last few years, the awareness of operational risk within financial institutions has increased significantly, especially in the payment card business. Since the cards business is composed of networks of interconnected elements (such as central operators, participants and settlement agents); difficulties in operations at any single crucial element could potentially disrupt the entire scheme and thus affect financial stability negatively. For this reason, this dissertation examined the techniques used by four local banks in managing their operational risks in the cards payment business. This dissertation provides a broad overview of operational risk management in conjunction with an evaluation of the practices proposed by the Basel Committee in its published Accords. Additionally, a review of operational risk within the payment cards business is presented. Owing to the fact that the payment card business has experienced pertinent changes in their daily operations, the dissertation reviewed operational risk management in the local banking scenario on the basis of interviews that were held with key banking employees. In particular, the dissertation focuses on operational risk measurement and reporting, fraud, vendor oversight and altering delivery channels and protection. Despite the fact that the practice of risk management is still developing to meet current and emerging risks, one key recommendation is that bank management could strengthen their effort with a view to inform senior management as regards the risk faced by the institutions.
