Abstract: Time spares none and nothing - not even the vigour of the militant Order of St. John in Malta, which by the first decades of the eighteenth century had become the nation of outdated aims and obsolete means of legislation in local administration. In 1720, when Grand Master Perellos died, the Order's squadron of galleys was in decline and soon becoming unserviceable. Its finances were also in marked difficulties and to top all there were reports that the Turks were preparing to attack Malta again.
